AUGUST 31 UPDATE: Below is information that was relayed during our Anchor Call Friday afternoon (Aug. 31): 

Per HHSC, the PFM Protocol approval from Centers for Medicare and Medicaid Services (CMS) is expected very soon. However, it was announced today that RHP Planning Protocol has not yet been finalized.  HHSC expects this to be done by mid-September. We will continue share information with the region as we receive updates, and we will continue to monitor the status of the protocol document since RHP Plans are due to HHSC no later than October 31, 2012.  Please keep in mind that the RHP 2 Regional Steering Committee (RSC) has targeted a submission date of October 1, 2012, and the RHP construction team will work to that end given we receive the necessary tools from HHSC and CMS to meet this deadline and submit a compliant and quality plan.

HHSC is planning two (2) upcoming webinars (RHP Planning and PFM Protocol) on Friday, September 7, 2012.  The first one is at 10:00 am, immediately following the scheduled biweekly RHP 2 Regional Meeting at UTMB’s Victory Lake Campus.  Accommodations have been made for those assembled at Victory Lakes to participate from an on-site location. *Please see the instructions in the box below.

Also, the following information related to the PFM Protocol is now on the HHSC website:

Dear Regional Steering Committee Members, RHP 2 Stakeholder Presenters and UTMB Health Waiver Team Members:

Craig KovacevichI want to take this opportunity to thank each of you who attended, presented and/or helped prepare for the RHP 2 DSRIP Project Review Summit this week in Galveston.  It was a “jam-packed” two days, but we made it through some 120 plus projects with our sanity intact!

I read a quote the other day from Napoleon Hill, an American author who wrote several famous books in the personal-success literature genre.  It immediately reminded me of our 1115 Waiver journey.  “First comes thought; then organization of that thought, into ideas and plans; then transformation of those plans into reality. The beginning, as you will observe, is in your imagination.”

As I reflect back on the waiver process and Hill’s quote above,  I ask myself if it has been strategy or coincidence that the concepts of partnership and community have been blended together to bring forward a sense of synergy within a very diverse 16-county region. Whatever the reason, it is clear in RHP 2 that thoughts, ideas and imagination have brought forward plans with countless opportunities to transform healthcare delivery in ways never before imagined.

While we wait for the final rules and regulations that will govern the mechanics of the waiver and provide us with the clarity to pen the region’s submission, we will continue to collaborate, appraise new DSRIP ideas, refine previously presented plans and work towards a valuation methodology that gages the true impact of the waiver projects within our region.

UTMB will conduct a series of public hearings about the Region 2 plan for the Texas Healthcare Transformation and Quality Improvement Program (1115 Medicaid Waiver). AUGUST 22 UPDATE: The updated PFM Protocol draft that was sent to CMS on Monday has now been posted online. Please be mindful of the highlighted sections which are changes from the last PFM document dated August 1, 2012. This is not final, but HHSC hopes this version will be approved by CMS. AUGUST 20 UPDATE: As part of this week’s RHP 2 meeting, stakeholders will have the opportunity to take part in a conversation about IGT and indigent care expansion (otherwise referred to as expense/burden alleviation) led by our colleagues at Gjerset & Lorenz, LLP.  This discussion is aimed in helping RHP 2 find opportunities to meet its private participation requirements under the 1115 waiver and bringing forward as many DSRIP projects as possible to transform healthcare for the individuals in our 16-county region and beyond.

The purpose of this message is to provide information for the HHSC Regional Healthcare Partnership (RHP) Planning Summit scheduled for August 7-8, 2012, including webinar login information, the summit agenda, and information about the pre-summit webinar on August 3.    

Background:  HHSC invited RHP participants and other stakeholders directly responsible for the development of RHP plans to Austin for a two-day conference.  Due to space limitations, only invited and registered individuals may attend the event in person.  The summit presentations will begin at 8:30 a.m. and extend through 5:30 p.m. on August 7th, and begin at 8:30 a.m. and extend through 3:30 p.m. on August 8th.  The planned agenda for day one of the summit is to cover the Uncompensated Care Protocol and Requirements, the RHP Plan Template, the RHP Protocol (DSRIP Menu), and the Program Funding and Mechanics Protocol. For day two, planned sessions will address intergovernmental transfers and will include a behavioral health panel discussion and final discussion on RHP Plan development.  Both days will include sessions for technical assistance. A copy of the summit agenda is attached.

Login Information:  In order to allow other interested individuals to watch and participate in the Summit, HHSC has arranged for the conference to be available for viewing on-line, in real-time.  To access the live webcast on August 7th and/or August 8th, go to and type in the Password “Summit2012”. Ability to Ask “Real-Time” Questions: Note that the webinar site features a “chat” functionality that will permit you to ask questions in real-time.   A HHSC staff representative will be monitoring the questions during the conference and will relay the questions, as appropriate, to the Summit presenters.   It may not be possible to relay all of the questions posed using this chat feature.  It is also important to note that questions posed using this “chat” feature will be visible to other webinar participants.    

Pre-RHP Planning Summit Webinar – Friday, August 3, 1:30 – 3:00 pm Central:  During Friday’s webinar, HHSC will discuss changes to the Program Funding and Mechanics (PFM) protocol, address public comments received on the PFM protocol, and provide a brief overview of the Delivery System Reform Incentive Payment (DSRIP)/RHP Planning Protocol. HHSC is continuing to negotiate the details of the PFM and RHP Planning Protocols with CMS.  This information will provide a helpful foundation for the RHP Summit.

HHSC hosted two (2) ebinars (RHP Planning and PFM Protocol) on Friday, September 7, 2012

HHSC held the Regional Healthcare Partnership (RHP) Planning Summit on August 7-8, 2012.

What was the Purpose of the Summit?  Under the 1115 Transformation Medicaid waiver, eligibility to receive funding from Uncompensated Care (UC) or Delivery System Reform Incentive Payment (DSRIP) pools will require participation in a Regional Healthcare Partnership (RHP).  RHPs must submit a regional plan for approval by HHSC and the federal Centers for Medicare and Medicaid Services (CMS).  An RHP’s plan outlines the region’s participation in the waiver over the next four years and includes identifying regional healthcare partners, community needs, DSRIP projects and metrics, and related funding estimates. 

To assist RHPs with development of regional plans, HHSC organized a two-day RHP Planning Summit.  At the summit, HHSC provided technical assistance to those RHP participants responsible for contributing to an RHP Plan—including representatives from public and private hospitals, providers, local government entities, and other stakeholders. Please send any questions, with "RHP Summit" in the subject line.
