1115 Waiver: Overview and Goals
The 1115 Waiver application submitted to CMS outlines important goals to transform the health care delivery system. Through the program, Texas plans to integrate systems of care to ensure patients receive the right care, at the right time, and in the right setting; deliver high-quality care that can serve as a model for ongoing improvement in quality, safety, and efficiency; provide prevention and primary care services for all patients through expansion of the primary care workforce; provide a positive health care experience for patients; offer medical home care from a multidisciplinary team that effectively manages chronic diseases; and provide equitable care that takes into account patient-specific health care needs and backgrounds.
Specifically, this demonstration project envisions making this transformation through targeted delivery system reforms at the regional level so that the unique local needs of the population can be addressed.
In October 2011, UTMB submitted a white paper proposal to Texas Health and Human Services Commission (HHSC) to be considered as an anchor for a 27 county region in the southeast area of Texas.

UTMB hosted a series of community-wide meetings throughout the local proposed region in late February to share what we knew about the 1115 waiver at that time. These meetings were also an opportunity to discuss regional and local project ideas for the Delivery System Reform Incentive Pool (DSRIP) as well as to hear and discuss community needs and concerns from potential participants in the 1115 waiver program. Meetings were held in Beaumont, Galveston, Lufkin, Sugarland and The Woodlands.

In 2010, the federal government approved an 1115 waiver in California creating DSRIP on a smaller scale than as approved in Texas. The resources below are intended to only be informational.
