private, not-for-profit agency
dedicated to enhancing the
potential for growth of
individuals and families. The
Center strives to help people
pursue healthy, independent, and
fulfilling lives through the
provision of counseling,
education, and related social
services. The agency operates
from offices in Galveston, Texas
City, Baytown, Liberty, and
Cleveland, Texas.

The Marriage and Family
Program, supported by the
United Way, service fees, and by
many contributors, is available
to anyone. The program is a core
service because it is available
to anyone regardless of problem,
age, gender, religion, or
ethnicity. No one is denied
service due to an inability to
afford a participation fee. |

The Star Program
(Services To At-Risk Youth)
serves children ages 0-17, who
are at-risk due to family
conflict, school truancy,
contact with the police,
runaway, and other concerns that
may result in protective
services or criminal justice
intervention unless their lives
are turned around. Prevention is
the focus of this program. |

The Oasis Program,
primarily supported by Galveston
County's Division of Juvenile
Justice, is an alternative to
detention for youth who have
engaged in dangerous and illegal
sexual behavior. This intensive
program allows youth to remain
with their families during a
structured 18-month treatment
program in which the dual
emphasis on helping the
youth/family and the safety of
the community are equally
balanced. |

The FSC Program at
Juvenile Detention is a new
effort to extend clinical mental
health services to youth in
detention at the Galveston
County Juvenile Justice Center
or identified by probation
officers as being in need of
mental health services. The
Juvenile Detention Program is
supported by Galveston County's
Juvenile Justice Board. |

Youth Leadership and Resiliency
Program
is an intensive leadership
development program that was
designed to move youth with
potential from drug abuse and
crime to become community
leaders who are able to use
their skills for the benefit of
the community. The program was
originally designed as a federal
demonstration research project
and was tested in the
Washington-Baltimore High
Intensity Drug Trafficking Area.
The LRP program is now
recognized as a SAMHSA model
evidence-based program that is
proven to be successful. Family
Service Center of Galveston
County is applying this model in
the 77550 zip code with funding
from Galveston Community Youth
Services in conjunction with the
Texas Department of Families and
Protective Services The LRP
model uses three approaches for
developing leadership skills and
personal resiliency: in-school
groups, community volunteer
experiences (two types), and
alternative/adventure
activities. Each approach
reinforces the strengths present
within youth and provides
mechanisms (1) to learn skills
through greater knowledge, (2)
to develop trust, respect, and
collective action through mutual
efforts to achieve goals, and
(3) to give back to the
community in ways that require
ability to understand and help
others. Weekly school-based
groups meet weekly with 7 to 10
youth in each session. Community
efforts use plays or puppet
shows to communicate ideas and
information to younger students
about common problems like
substance abuse. Participants
engage in regular work with
abused and sheltered pets in a
manner that teaches caring and
altruism. Venture activities,
like kayaking teach cooperation
and trust. For additional
