Dr. Niebuhr is the UTMB Director of Distance Education, Associate Professor and Director of Research and Evaluation in the Department of Physician Assistant studies and graduate faculty in the Department of Preventive Medicine and Community Health . His teaching includes research methods, statistics, computer applications, health promotion and disease prevention, researcha ethics and clinical problem solving. His Ph.D. (1976) is from Southern Illinois University, in Experimental Psychology with concentration in Learning; and he has a certificate in Distance Education Administration from the University of West Georgia (2006). He is Chairmanof the Board of Directors and the Health and Medicine representative of the Texas Distance Learning Association. He is on the Academic Review Committee of the UT- Brownsville Master’s of Educational Technology program, and teaches research methods online for that program. He has been Project Director and Associate Project Director on several grant-funded projects in computer-based instruction. He serves on the UTMB Computer Standards Advisory Group, advising the Chief Information Officer on educational computing issues, and on the Academic Resources Advisory Board , advising the Associate Vice President For Academic Resources on matters affecting programs, services and policies which support learning, teaching, and research.
