Parking Facilities
Important information on campus parking Parking is an important but often thorny topic on any university or medical center campus. The best parking spots are at a premium; space for expansion is frequently limited; and available spaces must be divided among students, patients, visitors, faculty, and staff. At UTMB we’ve been paying close attention to parking issues, trying to keep supply in step with demand, and working to keep our customers and commuters informed about changes that affect them. Payroll Deduction for Parking Charges Payroll deduction for monthly parking fees is mandatory if you are a full-time UTMB employee. It offers both convenience and savings. Paying through payroll deduction saves you time; saves you the effort of remembering, writing and delivering a monthly check; and saves you money. The deduction reduces your taxable income; it’s taken from your pre-tax pay and is not subject to federal withholding. Click here to sign up on the Payroll Deduction Form. If you currently use payroll deduction to pay for parking, no action is required on your part when the fee increase goes into effect on May 1, 2008. The new rate will be reflected on your paycheck stub.
Parking Alternatives • With the high price of fuel and highway congestion caused by construction along the I-45 corridor, many commuters are looking for commuting alternatives. UTMB has created a Web site that offers an easy way for commuters to find a vanpool, share a ride, or find others interested in carpooling. The site also offers links to freeway cams and road construction reports, links to vanpool information, and even local bus routes and gas prices. For details visit http://intranet.utmb.edu/commute/. • For those that live in Galveston, the City and UTMB have partnered to create an extended transit service to meet the needs of the university's employees and students. Under the agreement, UTMB employees, students, and retirees are able to ride for free on city buses and trolleys by showing their UTMB identification cards. • Parking near campus is also offered by Ampco Parking Systems in a garage located at 5th and Texas Ave. and a surface lot located at 6th and Market. For information on these and other commercial options, please call (409) 762-8224. • We also have a free parking lot and shuttle service. UTMB offers free parking to all students, employees, patients, and visitors from a large paved and improved lot bounded by Holiday Dr., Winnie St., and Seawall Blvd. Although this is a remote lot and may not afford the same level of convenience as on-campus parking, it contains ample space at no charge. Parking in this lot requires no registration or identifier. The shuttle is scheduled to run back and forth between the shuttle lot & 8th, 9th, 11th, and 13th on Market. The first departure from the shuttle lot will be at 6 a.m., and the last departure will be at 9 a.m. The first departure from campus to the shuttle lot will be at 3:30 p.m. from 13th & Market. The last departure will be at 6:30 p.m. from 13th & Market. The small shuttle bus will pick up and drop off inside the lot. During all other times, a large city bus will run at 30-minute intervals and pick up and drop off on Holiday Drive at the entrance to the shuttle lot. The large bus will drop off and pick up on 8th, 9th, 12th, & 14th on Market. Both shuttle busses operate Monday through Friday. The Shuttle Service does not run on UTMB holidays. There is no charge for this service. There are security lights at this location, but it is highly recommended that you remove your car before dark. If that is not possible, it is recommended you call security at (409) 772-2691 for an escort. See the shuttle schedule online… If you are considering carpooling, joining a vanpool, or any other alternative to your current parking with UTMB on a trial basis but no not want to lose your space during that period, you can place your parking on hold by notifying the Parking Facilities office of the dates that you wish to place your parking on hold. Please keep in mind that there is a minimum of four consecutive weeks when placing one’s parking on hold. Should you then decide to continue to carpool or ride a vanpool, please contact the Parking office in order to cancel your parking contract. For those interested in carpooling, please contact the Parking office via email at gjearls@utmb.edu. Please provide information regarding your carpooler’s name and employee number if applicable. If the carpooler is a TDCJ, agency, or contract employee, please specify that as well. These permits may be purchased from either the Parking Office located in room 2.206 of the Administration Building, (409) 772-1581 (closed from 11–noon for lunch) or room 1.104 of Levin Hall (South), (409) 772-4786 (closed from noon–1pm for lunch). These permits are valid in designated student spaces on a first-come/first-served basis. It is anticipated that the number of permits issued will exceed the number of spaces available. Most of the student spaces are curbside parking on the east and west ends of campus. Some curbside spaces flood during heavy rain— please observe warning signs. There are 70 spaces at the Field House lot located on Ferry Road and Mechanic next to the tennis courts and approximately 20 student spaces have been added to the parking lot at the corner of 14th and Market Street. These spaces are located on the south, west, and north sides of the lot and are clearly marked in black on the carstops. To avoid a parking citation when parking in this lot, please park only in the spaces identified as “Student Parking Only.” This lot also has spaces reserved for the Rosenberg House. Please do not park in the Rosenberg House spaces or in the center of the lot. The north side of U-lot, located at 13th & The Strand, has approximately 40 student parking spaces. This lot is divided between contract parking and student parking, and there are signs in this lot directing you to the student spaces. Citations will be issued to those parking in the contract parking spaces. Student permits will also be valid for use in W-lot, located at 6th & Harborside, and P-lot, which is located on Barracuda Street. UTMB Parking Lots and Garages Students are also eligible to lease spaces in the employee lots and garages at the employee rates. Surface lots lease for $40 per month, and garages lease for $62.50 per month. Currently, there are spaces available in P-Lot, located on 4th & Barracuda ($40 per mo.); W-Lot, located on 6th & Harborside ($40 per mo.); T-lot, located on 700 University Blvd. ($40 per mo.); and Garage 4, located on Mechanic & 12th, ($62.50 per mo.). Rooftop parking in Garage 4 is available for full-time students for a cost of $160 per year; however, this parking cannot be used in conjunction with a regular student permit and you must be placed on a waiting list. Waiting lists exist for all other parking areas, as well. Dormitory and UTMB Apartment Parking Students owning a vehicle and residing in the University dormitories and apartments should register their vehicle with the Dorm Office. Once the vehicle has been properly registered, a dormitory parking hangtag will be issued at no charge. Students are cautioned that the dorm hangtags are only valid in the designated dormitory parking areas. The same policy is applicable for the other housing facilities on campus. Night and Weekend Parking Night parking permits for Garages 1, 2, 3, 4, and 6 are available for a one-time $16 charge. There are specific, designated times for this access: Monday–Friday: 4 p.m. until 5 a.m. Weekends and holidays: 24 hours. If the access card/badge is not used to enter the garage during the designated times, exit will be denied. Time restrictions and applicable fees for misuse are listed under “Employee” section for Garage After Hours and Weekend/UTMB Holiday Parking EMPLOYEE PARKING Surface lots lease for $40 per month and garage lease for $62.50 per month. Garage After Hours and Weekend/UTMB Holiday Parking After Hours access to (G1) Administration Garage, (G2) UHC Garage, and (G6) Rebecca Sealy Garage is available through the Parking Facilities office located in Levin Hall Bldg., Market Street entrance, 1st floor, room 1.104. For After Hours parking there is a $16.00 monthly fee, but there is no additional charge if you have contract parking through UTMB for daytime use. There are time restrictions on the After Hours access cards, and you must use your access card/badge to enter and exit at all times to avoid a possible charge for using the access card incorrectly. After Hours access cards/badges are valid: Monday – Friday Enter between 4:00 p.m. – 5 :00 a.m. Exit between 4:01 p.m. – 9:15 a.m. Saturday – Sunday and any recognized UTMB Holiday 24 hours This After Hours access is not to be used during the daytime hours. Parking between the hours of 9:15 a.m. and 3:49 p.m. is NOT ALLOWED with the After Hours card because these spaces are needed for patients and visitors during these times. You will be billed for parking between these times at the posted rates. Please remember, you must exit the garage by 9:15 a.m. If a person is OCCASIONALLY called out during allowable hours and is not able to exit on time, please call the office at x24786 or x21581 to avoid problems with exiting. Posted parking fees apply when parking outside your time restrictions. The following are the times that UTMB Parking Lots are available at NO CHARGE for after-hours, weekend and UTMB holiday parking: West End Student spaces (west of 11th Street) from 5 p.m. until 6 a.m. D-Lot (located on Mechanic Street between 11th and 12th) from 4 p.m. until 4 a.m. D-Annex (located on Mechanic Street between 12th and 13th) from 4 p.m. until 4 a.m. J-Lot (located on the NW corner of 11th and Market Street) from 4 p.m. until 4 a.m. East End F-Lot (located between Breckenridge and Bethel Halls on East Texas) 5 p.m. until 7 a.m. RHT-Lot (located on Postoffice Street between 6th & 8th) 5 p.m. until 7 a.m. – the lot located on the corner of 8th & Postoffice is not included. Handicapped Parking UTMB provides designated parking spaces for those vehicles duly registered and properly identified as provided by law (Texas Transportation Code, 681, et seq.).
