7.2  Interim Life Safety Measures (ILSM)

7.1       Welding/Cutting

Welding and cutting are major causes of fire in industry.  The most common causes for fire when welding or cutting are: 

         Failure to protect combustible materials;

         Combustible vapors in the vicinity of the operation;

         Slag falling into ducts or crevices;

         No advance planning.


Whenever welding or cutting at UTMB in a building; Hot Work Precautions must be followed.  These precautions include: 

         Removing combustibles from the area or protecting them with fire retardant material (e.g. fiberglass, fireblankets).

         A firewatch must be used.  This is a person with a water hose or extinguisher dedicated to monitoring the area of work to ensure a fire does not occur.  A firewatch must remain in the area 30 minutes after welding/cutting has ceased, unless conditions are such that a fire is obviously improbable (e.g. after finishing cutting in an area with concrete walls and floors, with no other combustibles).

         Notifying HSS before the work occurs so that appropriate fire detection system pieces can be deactivated. 


7.2       Interim Life Safety Measures (ILSM)

When construction or renovation activities impair the Life Safety of a building (e.g. deactivating a fire alarm or suppression system), the following Interim Life Safety Measures shall be implemented, as determined by EHS:

         Surveys of the area by construction supervision to meet all ILSM

         Education of affected persons on temporary provisions exit, such as temporary detection systems, etc.

         Temporary construction/dust partitions shall be smoke tight and made of non-combustible or limited combustible materials

         Combustibles and flammable material accumulations (e.g. trash or flammable liquids) shall be kept to a minimum

         Fire exit drills shall be conducted twice quarterly for construction workers

         Testing of temporary alarm/detection systems shall be monthly

         Appropriate numbers of fire extinguishers shall be maintained on site

         Walk through of the areas shall be provided by EHS personnel daily
