UTMB Management Responsibilities HandbookPREFACE - A Statement from the PresidentThe administration of our nation’s universities and academic health centers continues to grow more complex. Much of this complexity can be attributed to external forces such as the expansion of regulatory requirements in a climate of decreasing resources. As a result, the effective operation of our departments and other organizational units, which is essential to our institution’s mission in education, research, patient care, and public service, has become a significantly greater challenge to achieve. This handbook was developed to assist UTMB’s leaders – vice presidents, deans, chairs, directors, and administrators alike – in understanding their roles and responsibilities in campus administration. It defines and clarifies areas of accountability and provides a guide to the expertise and assistance available from campus administrative support departments. Although the handbook is not all-inclusive, it does offer an overview
of major responsibilities in the areas of finance, environmental health
and safety, academic affairs, human resources, and departmental administration.
It complements the Institutional Handbook of Operating Procedures (IHOP),
which contains policies essential to the management of our campus. It
is an important reference manual, a resource which I believe will be
