UTMB Management Responsibilities Handbook

Resource Departments

FOAM - Enviromental Health and Safety

The responsibility of Environmental Health and Safety is to provide safe working conditions for faculty, staff, students, patients, and visitors of UTMB in the areas of Biological and Chemical Safety, Radiation Safety, Environmental Protection Management, and Occupational Safety and Fire Prevention and to ensure compliance with UTMB policy, local, state and federal regulations.

Services:

Biological and Chemical Safety Program

• Certification of chemical fume hoods, biological safety cabinets and laminar flow cabinets
• Management of Asbestos Program
• Monitoring for exposure to hazardous materials
• Oversee packaging, labeling and documentation for shipment of chemicals and biological    agents off campus
• Management of Select Agent Program
• Management of the Environmental Containment Laboratory
• Technical consultation and problem solving regarding biological and chemical safety
• Development of health and safety policies through the Biological Safety Committee,    Institutional BioSafety Committee, Chemical Safety Committee, EOC, and/or General Safety    Committee
• Laboratory safety consultations
• Hazardous Materials response
• Biological and chemical safety training
• Management of building environment issues such as indoor air quality
• Facility design and construction support for biological and chemical safety issues

 

Radiation Safety

• Develop policies and procedures for the use of radiation sources through the Radiation    Safety Committee and the Radioactive Drug Research Committee
• Assist faculty in the application for a permit to use radioactive materials and evaluate their    lab design
• Ensure compliance with UTMB policy, local, state and federal regulations
• Provide training on radiation safety
• Conduct safety audits and provide safety consultations.
• Provide radiation dosimetry
• Monitor exposures of personnel using volatile radioiodine and tritium through bioassays
• Calibrate radiation survey instruments
• Approve purchase orders for radioactive materials and inspect and monitor packages for    contamination upon receipt
• Oversee packaging, labeling and documentation for shipment of radioactive material off    campus
• Leak test of sealed sources
• Conduct radiation surveys of microwave ovens and electron microscopes

 

Environmental Protection Management

• Manages Chemical and Radioactive hazardous waste generated by UTMB
• Conducts laboratory audits for compliance with hazardous waste regulations
• Conducts environmental compliance training specific to departments/areas
• Consulting and assisting in the cleanup of spills of hazardous materials
• Pickup of radioactive and chemical waste, associated services
• Recycling, distillation and reuse program of hazardous solvents and chemicals
• Assistance in chemical disposal for lab clean outs and de-inventorying
• Storm-water compliance assurance monitoring and reporting
• Air Permit and Monitoring Compliance (Title V, NOx, etc.)
• Regulatory compliance of the UTMB Medical Waste Incinerator
• Underground / Aboveground Storage Tank Compliance
•Oversight of UTMB Environmental Permits, compliance and regulatory reporting

 

Occupational Safety & Fire Prevention

• Delivery & monitoring of the on-line Healthcare Fire & Safety Compliance Training
• Presenting Hands On Fire Extinguisher & Fire Safety Training
• Testing and Inspection of Fire Detection and Suppression Systems
• Inspecting and servicing fire-fighting equipment and protection systems
• Assisting in the development and evaluation of fire protection methods
• Preparation of fire evacuation plans and conducting fire drills
• Plan review for new construction/renovation – adherence to code.
• Life Safety Code Inspections of UTMB buildings and areas, consultation
• Provide Duty Fire Marshal and response to fire alarms and emergencies
• Accident Investigation program to correct recurring problems and protect staff
•Deactivation and hot-work permit program to prevent false fire alarms
