General Compliance Guidelines

Q

I work full-time in the Department of Internal Medicine as an editor. Another UTMB department wants me to do a short-term project for them on the weekends and at night. Can I accept the assignment?

A

Possibly. You would need to coordinate this project with your supervisor in Internal Medicine and the UTMB Human Resources Department. The other UTMB department would have to pay you an overtime rate to do the work. The work could not interfere with your job in Internal Medicine. If all of these details could be worked out, you might be able to do the job.

Q

My son plays in a popular local band. My department is having a party and would like to hire the band my son plays in. Is this possible?

A

Possibly. The request to hire the band would be processed by the UTMB Purchasing Department. Final approval for engaging this band must be provided by the University of Texas System Executive Vice Chancellor for Health Affairs because the band involves a family member of a UTMB employee.

Q

I am a full-time UTMB employee. I am also an artist. My department likes my artwork so much that they want to buy it. Can I sell my paintings to my department?

A

Possibly. The request to purchase the artwork would be processed by the UTMB Purchasing Department. Final approval for purchase must be provided by the University of Texas System Vice Chancellor for Health Affairs because a UTMB employee is doing the artwork.

Payments to employee and/or employees' family members. Payments to UTMB employees and/or the family member of a UTMB employee for services unrelated to or over and above their regular job duties must be approved by the University of Texas System Executive Vice Chancellor for Health Affairs prior to the engagement of such services. All payments to employees are subject to withholding and employment taxes. Information regarding payments to employees or officers of the University of Texas System and UTMB can be found in the Regents’ Rules Part Two, Chapter IV, Section 5, Purchase from or Sale to an Officer or Employee, via the Internet at http://www3.utsystem.edu/bor/.

Dual employment. UTMB permanent full-time or permanent part-time employees must receive permission from their UTMB home department and the UTMB Human Resources Department before accepting a job assignment with another UTMB department, State of Texas agency, or with any vendor who provides services to UTMB. All payments to employees are subject to withholding and employment taxes.
