Underrepresented Ethnic Groups
Meeting Highlights
September 14, 2005
Present: Patrick Adegboyega, Yoni Benson (for Melvin Williams),
Sandra Garvock, Jose Gonzalez, Freddy Paniagua, Jennifer Raeke, Rebecca
Saavedra, Kathy Shingleton, and Miguel Ybarra.
1. New Membership
Chair Freddy Paniagua had members introduce themselves. A membership
list and meeting date list was distributed to the committee.
The Core Ethnic Committee invitation memo was distributed and the
one-half attendance request was discussed.
The minutes from the June 8, 2005 committee meeting were approved.
The committee didn’t meet in July because of Diversity Week or in August
because of the groundbreaking ceremony for the Galveston National
Laboratory.
3. Chairs to Make Presentations
Dr. Paniagua explained for new members that the committee had been
inviting chairs from the various School of Medicine departments to
discuss their recruitment and retention efforts of minorities. Dr.
Barbara Thompson, Chair of Family Medicine is scheduled to speak at the
next meeting on October 12 and Dr. Valerie Parisi, the Dean of Medicine,
is scheduled to speak at the December 14 meeting.
Dr. Paniagua expressed an interest in obtaining a list of minority
faculty per department.
4. Standard List of Questions
The committee received a copy of the list of questions that chairs and
deans are using to make their presentations to the Core Ethnic
Committee.
5. Subcommittee to Address AP&T Guidelines
The committee discussed the tenure process within the institution which
is confusing and the need for more coordination. The last booklet the
institution published on tenure was in 1980. Dr. Paniagua wants to join
with the Core Women group for this subcommittee. Patrick Adegboyega,
Freddy Paniagua and Kathy Shingleton will be part of the subcommittee to
address AP&T Guidelines.
6. Recruitment Process
Yoni Benson advised the committee that the two-day turnaround was not
running on schedule. The Office of Diversity and Equal Opportunity
receives hundreds of applications.
2. Action Plans (handouts provided)
The committee discussed the Action Plans completed in August 2004 by the
Core Ethnic Committee and the Institutional Diversity Council. The
committee needs an updated status on where these action plans are. The
Diversity Council implementation plan has since been updated. Rudy
Guerrero is the new chair of the Diversity Council and Freddy Paniagua
is co-chair. It was noted that at least 100 faculty leave UTMB each
year. The committee would like some honest answers and determine the
root cause of these turnovers. Miguel Ybarra will look for a consensus
to bring before the committee.

Our next meeting is scheduled on Wednesday, October 12, from 12:00 –
1:00 p.m. in the Caduceus Room.
