John States, Vice President, Financial Accounting and Reporting oversees the following financial transactions: Accounting, Asset Management, Disaster Recovery Accounting (coming soon), Grants and Contracts Accounting, Payroll Services, Finance Reporting, Service Centers, and Treasury.

Accounting

Accounting provides information and resources to assist UTMB departments with understanding and recording financial transactions and ledger maintenance, i.e. setting up new chart field strings, etc. The department assists internal and external auditors with information requests as well as monitors internal control initiatives, mainly business cycles and reconciliations. Accounting also manages and records State appropriations.

Under the direction of Robert Benbrook, Asset Management (AM) is responsible for accurately tracking and reporting UTMB's investments in capital assets. Our responsibilities include maintaining a centralized asset database, reconciling capital expenditures monthly, updating the State Property Accounting System (SPA) quarterly and conducting an annual physical inventory with the assistance of our Asset Custodians and Managers. Additionally, our office is responsible for processing internal and external asset transfers, and educating and advising the UTMB community on a broad range of equipment issues. We also coordinate with UTMB Logistics for tagging new acquisitions, and recycling and disposing surplus property. The AM Team is committed to providing quality service to our departments, while maintaining the integrity and accuracy of UTMB's substantial investments in capital assets.

Under the direction of Celia Bailey-Ochoa, The Office of Budget and Analysis serves as liaison to the UTMB Institution to develop and/or facilitate development of the UT-System Operational Budget, the UTMB Institutional Budget and the Biennial Legislative Appropriations Requests (LAR). This office communicates with entity leadership and financial leaders regarding budget variance explanations, budget concerns/issues, and also provides accurate and timely management tools.

Under the direction of Stacie Spikes, Payroll Services is responsible for processing all payroll for biweekly and monthly-paid employees including the management of all withholdings and deductions as required by federal, state, and local government. The members of Payroll Services accurately compensate the workforce in a timely manner while providing efficient and reliable reporting to internal and external stakeholders. This is achieved by serving as an advocate for all employees, developing partnerships with departments and approaching the dynamic institutional environment in a proactive manner while utilizing transparent seamless processes to exceed the expectations of the workforce.

Under the direction of Chris Wenzel, Finance Reporting serves two primary functions: Institutional Reporting/Analysis and Healthcare Reporting/Analysis/Accounting.

Reports are generated for external and internal purposes utilizing Hyperion systems. UTMB Finance Reporting provides timely, accurate and relevant financial, statistical and adhoc reports to UTMB Entities and to UT System. We prepare financial reports to provide meaningful information to the executive leadership for strategic decision making for the benefit of UTMB's internal operations (schools, hospitals, clinics, research and institutional support) and external constituents (UT System, community and governmental entities). We will continue to be a world-class team of committed professionals who demonstrate integrity, trust, and dedication. The members of Finance Reporting strive to be analytic, creative and forward looking in order to continuously improve our processes and our products while maintaining a level of flexibility to meet in an innovative manner the ever changing needs of UTMB.

Under the direction of Celia Bailey-Ochoa, Service Centers benefit the UTMB community. Service Centers recover their expenses of operations by directly charging their users predetermined billing rates based on the actual use of services, which are required to meet federal guidelines. Examples of UTMB Service Centers include areas such as Information Services, Logistics, Research and various others.

Under the direction of Wayne Sanders, the department of Treasury is responsible for the management and coordination of UTMB's Banking Relationships, Treasury Services, Endowment Accounting, and Debt Issuance. These responsibilities include all banking services, credit card services, and debt financing. Central management of these services allows consistency in service applications, disaster recovery and opportunities for better controls.
