The Office of the Executive Vice President and Chief Financial Officer supports the fiscal integrity of UTMB by providing exemplary resource stewardship, fiscal management and core operational services to meet the diverse needs of the customers we serve. Working alongside our university partners, we proactively support the financial and business decision making that advances UTMB’s mission to improve health for the people of Texas and around the world.

Our consolidated portfolio is comprised of seven major areas of operational support for UTMB including finance, accounting and budgeting, decision support, financial reporting, revenue cycle operations, information technology and business operations and facilities. We pride ourselves on our deep expertise, our commitment to the institution, and to fulfilling our role as stewards of the assets of UTMB.

  • Executive Vice President and Chief Financial Officer

    Jamie D. Bailey serves as the Executive Vice President and Chief Financial Officer for the University of Texas Medical Branch (“UTMB”). In this role, Jamie provides strategic financial direction and oversight for UTMB which includes six hospitals across four campuses with approximately 1,000 beds, a 970-person faculty group practice, five academic schools and more than 88 outpatient clinics. Jamie’s area of oversight spans seven major areas of operational support for UTMB including finance, accounting and budgeting, decision support, financial reporting, revenue cycle operations, information technology and business operations and facilities.

    Jamie is a visionary finance leader with over 20 years of experience in providing strategic and hands-on finance and accounting leadership to maximize profitability, propel growth, and optimize processes and metrics within financial organizations.

    Prior to joining UTMB, Jamie served as Senior Vice President of Finance and Chief Financial Officer at Baylor College of Medicine.  Additionally, Jamie has previously held leadership positions at FTI Consulting/KPMG Dispute Advisory Practice and Deloitte Financial Advisory Services.

    Jamie earned a Master of Business Administration degree from Rice University and a bachelor’s degree in accounting and finance from Indiana University. Jamie is certified by the Association of Certified Fraud Examiners (ACFE) as a Certified Fraud Examiner and by the American Institute of Certified Public Accountants (AICPA) as a Certified Public Accountant.
  • Vice President, Finance – Institutional Support
    McGinley, Lynn 04

    Lynn McGinley, CPA, joined the University of Texas Medical Branch (UTMB) in Galveston, TX, as the Vice President, Finance—Institutional Support in October 2019. Lynn provides financial leadership to all UTMB Institutional Support areas, as well as providing guidance and counsel to the UTMB President and the Chief Financial Officer as they lead the Institutional Support entity. She also oversees the institution’s accounts payable function.

    Lynn has more than 20 years of extensive financial experience at both public and private academic medical centers and is dedicated to improving decision making, efficiencies and compliance through the coordination of people, data and systems. She is a deep subject matter expert and experienced leader in grant and contracts administration and has successfully led multiple transformation initiatives and system implementations.

    Prior to joining UTMB, Lynn served as the Assistant Vice President, Sponsored Projects Accounting and Compliance at the University of Maryland, Baltimore (UMB), where she was responsible for all post-award financial reporting and compliance, effort reporting, the facilities and administrative cost rate proposal, the fringe benefit rate proposal, and the service center rate development. Prior to UTMB, she performed similar functions at the Johns Hopkins University, a private research university with over $1 billion of annual research expenditures.

    Lynn was a Board Member of the Council of Government Relations (COGR) and a member of the National Association of College and University Business Officers (NACUBO). She is a Certified Public Accountant and has a Masters of Science degree in Information and Telecommunication Systems from the Johns Hopkins University and a Bachelors of Science degree in Accounting from the University of Delaware.

     Finance - Institutional Support

  • Vice President and CFO – Academic Enterprise

    Gabe Hernandez is the Vice President and Chief Financial Officer, Academic Enterprise at University of Texas Medical Branch at Galveston and is a member of the Academic Enterprise (AE) management team.  He reports to Vice President and Chief Administrative Officer, and works closely with the Executive Vice President, Provost and Dean of the John Sealy School of Medicine; Dean of the School of Nursing; Dean of the School of Health Professions; Dean of the Graduate School of Biomedical Sciences; Dean of the School of Public and Population Health; the Senior Vice President and Chief Physician Executive, and other AE leaders to assure optimal financial results for the Academic Enterprise. 

    Gabe provides overall financial and budgetary leadership, recommending or approving the allocation of resources, optimizing strategic investments and fostering the financial health of the Academic Enterprise which includes strategic financial planning, financial reporting, entity decision support, operations analysis, budget execution, business plan development, operating funds management and benchmarking in conjunction with the Institutional Chief Business and Financial Officer, VP-Decision Support, Health System CFO, VP Finance-Institutional Support and the VP-Financial Accounting & Reporting.    

    Mr. Hernandez has over 29 years of experience as a senior finance executive in financial management of private practice/academic physician group practices and academic medical centers.  Prior to joining UTMB, he spent 20 years at UT Health Science Center at San Antonio in various school and faculty practice plan finance roles.  He enjoys helping colleagues reach their professional goals and assisting the institution sustainably realize its missions. 

    Gabe obtained his Bachelor of Science, Accounting degree at Trinity University and an Executive Master of Business Administration at University of Texas at San Antonio.  He continues to maintain his Certified Public Accountant (CPA) license within the state of Texas.  

  • Vice President and CFO - Health System

    Jennifer “Jenny” Sarpalius serves as Vice President and Chief Financial Officer of the University of Texas Medical Branch (UTMB) Health System, and is responsible for overall financial operations, activities, direction, and planning for the UTMB Health System. Her responsibilities include strategic financial planning, financial reporting, financial and operations analysis, decision support, accounting, capital planning and reporting, operating funds management, budget coordination and labor management.

    Jenny is a seasoned healthcare executive, and has successfully helped complex organizations and large, integrated healthcare systems achieve their financial goals.

    Prior to joining UTMB, Jenny served as Senior Vice President and Chief Financial Officer at LCMC Health in New Orleans, Louisiana – a regional integrated delivery system that includes four acute care hospitals, a large
    academic medical center, a children’s hospital, multiple medical groups, urgent care clinics, home health,
    long-term care, and ambulatory surgery centers. Prior to LCMC, Jenny served as the Senior Vice President and Chief Financial Officer at Cancer Treatment Centers of America in Boca Raton, Florida.
    Jenny received her Bachelor of Science degree in accounting from Louisiana State University. Following graduation, she became a Certified Public Accountant in the State of Texas.
  • Vice President, Business Operations and Facilities

    An engineer by training, Steve has decades of experience in project management, public works, design and construction, risk management, incident response, disaster recovery and mitigation, contracts, partnerships, and leading teams in all aspects of facilities operations.

    He joined UTMB in 2011 to oversee our Hurricane Ike recovery efforts—contributing greatly to the revitalization of our historic Galveston Campus and the modernization of our infrastructure. He now leads seven divisions within Business Operations and Facilities which includes, Utilities, Property Services, Auxiliary Services, Design and Construction, Portfolio Management and Environmental Health and Safety. Steve also plays a major role in numerous important projects, such as the expansion of our League City Campus, our collaboration with MD Anderson Cancer Center and the establishment of our Clear Lake Campus. He has chaired our Environment of Care Committee and serves on the Water Quality Management Team and Institutional Safety and Security Committee.

    Prior to joining UTMB, Steve was City Manager of Galveston for 14 years and had worked for numerous other organizations dedicated to public infrastructure. In his career, he has established strong working relationships within UTMB and with officials and organizations throughout the city, county and state.
    Steve earned his Bachelor of Science degree from Texas A & M University and a Master of Business Administration degree at University of Houston – Clear Lake. He is also been a registered Professional Engineer in the State of Texas since 1986.
  • Vice President, Chief Information Officer

    George Gaddie is the Vice President and Chief Information Officer for UTMB Health. He has over 20 years of experience in health care technology and was named CIO in 2021. George is a collaborative leader and in addition to his regular duties at UTMB, he currently chairs the Epic/UT System Leadership Committee that strategically sources and delivers Epic and related products system-wide. He is a Certified Healthcare Chief Information Officer (CHCIO) and Certified Digital Health Executive (CDH-E) from the College of Healthcare Information Management Executives (CHIME) and a Fellow of the Association of American Medical Colleges (AAMC) Group on Information Resources Leadership Institute.

    Outside of work George enjoys spending time on road trips to “nowhere” with his family, rustling and playing with his herd of 5 chihuahuas, riding bikes with his wife Elizabeth, watching classic movies, and relaxing with family and friends.

  • Vice President, Revenue Cycle Operations
    Goertz, Emily

    Emily M. Goertz, MBA, joined UTMB in February 2016 as Vice President of Revenue Cycle Operations. Emily came to UTMB with more than 17 years of experience in healthcare financial management. She obtained a Master of Business Administration from Texas Woman’s University and holds several professional certifications including CPAM, CHFP and CPC-A. 

    Today, her leadership encompasses oversight of UTMB’s Single Billing Office, Patient Admitting and Registration, Coding Services, Billing, and Denials Management. As an integrated billing system for both Hospital and Professional services, Emily believes that the revenue cycle is an essential component in delivering a world-class patient experience. Emily specializes in resolving long-standing challenges that improve operational efficiency and enhance the customer service experience. Before coming to UTMB, she served as Director of Patient Financial Services at Texas Children’s Hospital. Her extensive experience working with EPIC systems and history of demonstrated leadership equips her to provide UTMB’s Revenue Cycle Team with the guidance to implement best practices across the billing cycle and enhance revenue.
