University of Texas System

UTMB is one of seven health components of the 15-institution University of Texas System, which is governed by a nine-member Board of Regents appointed by the governor. UTMB enjoys a unique position among the Texas health science centers in that it operates its academic and patient care programs and facilities (and the only state-funded general purpose hospital and clinics) under a single administrative structure. Having both hospital and research operations integrated under the President of the university facilitates the integration of UTMB’s education, research and patient care programs. This provides a strong synergistic environment dedicated to clinical research.  

Office of the UTMB President

The UTMB President (Dr. John Stobo) heads the Medical Branch administration (UTMB, Office of the President). He reports to the University of Texas Vice Chancellor for Health Affairs in Austin. The Executive Vice President and four Vice Presidents provide leadership in the areas of research, business and administration, university advancement (development and fund raising) and community outreach. Within the academic segment, there is a Dean for each of the four schools and Directors of the two institutes. A President’s Council, comprised of the Vice Presidents, Institute Directors, the Chief Operating Officer of the UTMB Hospitals (who is also Director of Patient Care Services), the Senior Associate Dean for Faculty Practice and the Chief Financial Officer, work with the President to map the university’s course for the future and to address issues that ultimately touch every patient, student, faculty member and staff member. A UTMB Faculty Senate shares in the governance of the institution.

Office of the Dean, School of Medicine

Dr. Stanley Lemon, Dean of the School of Medicine (SOM) who is also the PI of the GCRC grant, reports to the President of UTMB at the same level as Karen Sexton, RN, PhD, CHE, the Chief Operating Officer of UTMB Hospitals; and Adrian Perachio, PhD, the Vice President for Research (UTMB, Office of the President). Thus, hospital and research issues that affect the GCRC can be addressed directly in the President’s Council. The School of Medicine is organized along two structural lines: the Dean’s Office (School of Medicine) and Academic and Research Entities (School of Medicine, Academic), who report to the Dean for scholarly and research activities. Thus, the Dean of the SOM is charged with the overall responsibility for research taking place in the most research-intensive organizations at UTMB. The UTMB Vice President for Research directs the institution’s research infrastructure (research administration and financial offices) and joins with the Dean SOM and the two SOM Associate Deans for Research (Dr. David Gorenstein and Dr. Don Powell) for the strategic direction of research in the SOM. The Schools of Nursing and Allied Health Sciences are developing research programs and will be appointing Associate Deans for Research in the near future. The UTMB Vice President for Research will then convene an advisory panel for research made up of the Associate Deans for Research of the three schools.

D. W. Powell, MD, the SOM Associate Dean for Research who is concerned mostly with clinical research, was appointed GCRC Program Director Ad Interim in April, 2002 and accepted the position of Program Director July 1,2003. He reports directly to the Dean SOM for GCRC issues. The GCRC Program Director, the GCRC Administrative Director and the GCRC Head Nurse also have dotted line relationships with UTMB Hospitals and appropriate hospital personnel. This serves to integrate the GCRC into the greater hospital environment and to assure proper training of GCRC personnel and proper facilities management.

UTMB Hospitals

UTMB Hospitals are comprised of six interconnected hospitals under the direction of Karen Sexton, RN, PhD, CHE , who is Chief Operating Officer and Director of Patient Care Services (Hospitals, Clinics, and Service Lines). Thus both the GCRC inpatient unit and the major outpatient clinics where GCRC research is accomplished are under her direction and her responsibility as a JCAHO accredited health care facility. The GCRC also has a strong research relationship with the Shriners Hospital for Children. David Herndon, MD, Chief of Staff of the Shriners Hospital for Children and also a GCRC investigator, facilitates this close relationship, which includes productive GCRC investigators involved in studies of metabolism in children with burns, in adults suffering trauma and in the elderly. In addition, the GCRC DEXA apparatus is located in the Shriners Hospital for Children and will be administered along with the Gamma Counter by the Laboratory and Imaging Core. This map shows the new central location of the main GCRC inpatient and outpatient unit within the main hospital building for adult inpatients (John Sealy Towers), the various GCRC outpatient stations that are located to support active groups of clinical investigators.

UTMB Strategic Plan

Commitments to education and humanitarian patient care have been UTMB hallmarks for the past 112 years and they will continue to be so. However, in the past two decades, UTMB is also effectively committed to becoming a leader in the development of medical knowledge through research and to the translation of this knowledge to patient care. The University operates under its current 2003-2007 Strategic Plan to guide its actions. UTMB has established five interrelated goals that take advantage of existing strengths and a unique synergistic environment. These goals include:

  • Provide instruction that prepares students, residents and fellows in all four schools to meet the evolving health needs of all segments of our society while instilling in those students a commitment to a lifetime of learning, an understanding of and a dedication to the pursuit of scientific knowledge in the service of humankind, an appreciation of underlying human values and a sensitivity to cultural differences.
  • Conduct research, both within the institution and in collaboration with other entities, that meets the highest standards of scientific inquiry as UTMB extends and evaluates knowledge relating to the cause, prevention and treatment of disease and to the promotion, restoration and maintenance of health.
  • Provide efficient and effective infrastructure support and ancillary operations that will allow UTMB to conduct all aspects of its mission and pursue its vision in a manner that is fair to and supportive of all its employees, conducive to collegiality and creativity, positive in its social and economic impact on the community and the state, and efficient and effective.
  • Provide health care that combines the latest biomedical knowledge and technological advances with the skill and wisdom of the finest practitioners of the healing arts and that serves as a model of appropriate, effective, assessable, compassionate and culturally sensitive treatment for and prevention of disease, injury and disability.
  • Provide public service, taking a leadership role in promoting health among the people of Texas, supporting health care practitioners by helping them update their skills and knowledge to meet evolving needs, and encouraging and helping prepare members of disadvantaged groups to enter health care professions.
