Beth Stum
As Administrator of Health Policy and Legislative Affairs, Beth provides leadership and management as it relates to fiscal and resources planning, administration, human resources utilization, policy administration, and the coordination of various initiatives. Beth also monitors financial and business performance indicators against budgeted targets.

She has participated in UTMB’s Shared Services Cost Taskforce, and the Hyperion implementation committee. Beth received a BA of Economics from the University of Florida in 1993. She has worked for UTMB for over ten years. Beth lives in League City with her husband John and her two daughters, Fran and Grace.

Stacy Usie
Staff Assistant to the Senior Vice President

Stacy Usie
Stacy Usie serves as staff assistant to Dr. Ben G. Raimer, senior vice president for Health Policy and Legislative Affairs. Ms. Usie has worked in an administrative support role for Dr. Raimer for the past 10 years, during which time he has served in many capacities.

As staff assistant, she provides high-level support for Dr. Raimer, with responsibility for planning and coordinating all of his daily business activities, including meetings, travel, correspondence and special assignments. She also serves as point of contact and liaison for Dr. Raimer’s internal and external clients, ranging from federal and state legislators to members of the community.

Before her tenure with Dr. Raimer, Stacy served as coordinator for the third-year medical student clerkship and for residency recruitment in the UTMB Department of Pediatrics, and as administrative coordinator for the chief executive officer of UTMB hospitals.

Ms. Usie is a graduate of the University of Houston, with a bachelor’s degree in business administration. She is a member of the American Management Association and serves as a board member of the Child Advocacy Center of Galveston County.

Jennifer O'Brien, MBA
Financial Analyst II

Jennifer O'Brien
Jennifer O’Brien has worked for The University of Texas Medical Branch since 1996. She has worked in her present position since 2001. Her primary duties include assisting the Administrator in the department budget process; operational and financial reporting on a monthly and year-end basis including analysis; acting as liaison to Finance, Human Resources (HR), and Information Services (IS); submitting and maintaining personnel activity utilizing PeopleSoft Human Capital Management; and approver for employee time in KRONOS and for activities in PeopleSoft Financial Management System.

Also, she maintains and monitors the department general ledger chart of accounts. She reviews and approves all departmental journal entries for accuracy and responds to departmental audit questions.

Prior to her employment with the Office of Health Policy and Legislative Affairs, Jennifer was employed by the Office of Biostatistics for six years.

Jennifer graduated from the University of Houston Clear Lake, earning a Bachelor of Science in Accounting in 2003, and a Master of Business Administration in 2004. She is a member of Phi Theta Kappa.

Beverley Evans
Administrative Associate

Beverly Evans Beverley has worked at UTMB since 1989 and has served administratively in various capacities. As administrative associate and team member of Health Policy & Legislative Affairs her duties include coordinating meetings, preparation of various materials and projects, arrangement of travel and schedules, processing PeopleSoft financial forms, and tracking/entry of Kronos time entry system.

She has completed an Advanced PowerPoint and PhotoShop course. She is a certified Notary Republic and she is currently working towards certification with the International Association of Administrative Professionals.

Beverley and her daughter moved to Texas from St. Louis, Missouri almost 30 years ago and she considers herself an “honorary” Texan.
