Cissy Yoes, M.S.
Director of Health Policy Research

Cissy Yoes has 15 years experience with UTMB in analyzing patient populations, community markets, workforce allocation, and state legislative agendas. She has lead multiple successful projects focused on organizational change within the university. Recently, Cissy served as project manager for the vice president of education in support of the university’s reaccreditation. She currently leads efforts in health policy research and supports planning and executive decision making.

Prior to joining UTMB, Cissy worked as a research associate for the Space Business Research Center, University of Houston Clear Lake where she was involved in environmental scanning, organizational risk management, and scenario development activities. From 1989-91, Cissy worked for the Vice President of Information Technology at the Baylor College of Medicine as a project specialist for evaluation of an integrated academic management system to support medical research collaboration. She graduated in 1989 from the University of Houston Clear Lake with a masters of science in the Studies of the Future, School of Humanities. Her master thesis focused on the implementation and assessment of computer supported cooperative work activities in the work place.

Ms. Yoes is a native Texan who has lived in the Clear Lake community for the past 28 years. She attended Southern Methodist University for 4 years and then completed her behavioral science degree in sociology at North Central College in Naperville, Illinois in 1975. She has traveled extensively internationally and is an active sailor and coach for Special Olympics.
