Definition

Request for Proposal (RFP) in accordance with Texas Education Code, Section 74.008 , and UT System Rules & Regulations , is used where the Department/Area knows the outcome(s) they want a good or service to achieve, but do not have specific requirements/specifications to achieve the 
outcome(s).

A RFP allows the Vendors responding to the RFP to propose the solution, or multiple solutions, they determine is best to meet the desired outcome(s) without having to meet specific requirements/specifications predetermined by UTMB.

What do I need to do?

1. Complete the RFP Development Checklist and forward it to Logistics/Acquisition.

2. Contact Logistics/Acquisition at 7-8001 to have an Acquisition Specialist assigned to assist you.

Acquisition Procedure

1.0  Request for Proposal Process

Solicitation, evaluation and award of Requests For Proposals (RFP) shall be consistent with the following guidelines and UTMB’s Historically Underutilized Business (HUB) Procedure.

A RFP is developed by Logistics/Acquisition in collaboration with the requestor. Once the RFP is completed it will be sent to all suggested sources and other vendors in UTMB’s database that have expressed interest in such projects.

After the vendors proposals are received, they will be evaluated by both Logistics/Acquisition and the requestor’s evaluation team. The evaluation may include presentations, site-visits, and/or a "Best and Final Offer". Once a vendor is selected for award, an "Award Recommendation" is prepared by Logistics/Acquisition, in cooperation with the requestor, for management approval.

2.0  Contracting with the Awarded Firm

After approval of the "Award Recommendation", Logistics/Acquisition will issue a Purchase Order to the awarded Vendor. If a Contract or Agreement need to be completed, Logistics/Acquisition will review and execute the Contract or Agreement in cooperation with the Department/Area.

If the amount of the Contract is over $25,000, including expenses, then the Contract may be sent to UT System’s Office of General Counsel (OGC) for review and approval.
