Welcome to the Value Analysis Program (VAP) at UTMB
The Value Analysis Program at UTMB provides a systematic assessment/approval process for the evaluation and acquisition of products, equipment and clinical technology that is reviewed at all levels within the Hospitals and Clinics.
The objective of the UTMB Value Analysis Program is to continually seek opportunities to reduce costs and improve performance through the cost-effective selection & standardization of products, equipment, clinical technology and related processes, while maintaining or improving the quality of care provided to our patients. This objective is met through the work of the following teams:
Cost Management Teams (CMT): There are four CMTs with end user membership to identify, coordinate the evaluation and provide initial approval of new products/equipment/technology – up to $5,000 additional annual expenditure - along with reviewing costs against our Group Purchasing Organization (GPO) agreements.
Joint Product, Equipment and Clinical Technology Committee (JPECT): Membership includes physician & nursing representation, department leadership, Clinical Supply Chain Management, Clinical Purchasing, Finance, Clinical Equipment Services, Epidemiology and CMT Facilitators. JPECT is the second level of approval - over $5,000 to $25,000 additional annual expenditure - and provides a link to the Medical Management/Capital Equipment Processes.
Value Analysis Oversight Committee (VAOC): Membership includes the CEO, CFO, Executive Directors of the Hospitals and Clinics, Medical Leadership along with other executive level personnel provides oversight and direction for the Value Analysis Program. The VAOC also is the final approval level for new products/equipment/ technology over $25,000 additional annual expenditure.
Supply Management Team: Team membership is comprised of the Cost Management Team Facilitators, the Manager and Supply Coordinator of Clinical Purchasing and the Director of Clinical Supply Chain Management along with the Manager of the Value Analysis Program. This team meets routinely to identify GPO savings opportunities for the CMTs and to look for opportunities to assist the CMTs in meeting their goals.
