-Panel Recommendation refers to the passing standard for the new TAKS test. The transition plan uses the standard error of measurement (SEM) to phase in the panel's recommended standards over three years. For 2004, the passing standard will be 1 SEM below panel recommendation and the passing standard will be fully implemented in 2005. In general, students need to correctly answer three to six fewer questions than when the test is fully implemented.
