Narrative:
The administrative and academic officers at The University of Texas Medical Branch at Galveston are qualified in their respective positions and have the experience, competence, and capacity to lead the institution. The UT System Board of Regents selects the president of each institution after receiving recommendations of an Advisory Committee whose membership is defined by the Regentsí Rules and Regulations (1). The Chancellor of the UT System Board of Regents delegates to the president of each institution the responsibility for appointment and dismissal of all other administrative officers of each institution, including vice presidents and deans, with the approval of the Systemís Executive Vice Chancellor (2). UTMB defines administrators as Provost, Vice Presidents, Deans, Department Chairs, Directors of Centers, Directors of Institutes, and Directors of all other academic units (3). All administrative and academic officers at the University are selected by search committees formed for the purpose of finding the best candidates to fill a particular vacancy. Information about search committees is posted on the web site for the Office of Equal Opportunity and Diversity (4). That Office reviews job postings to ensure minimum qualifications are bona fide occupational qualifications under federal guidelines.

The chair of the search committee is responsible for defining the selection criteria to be used to evaluate the qualifications of each applicant for the position. The benefits of using a search committee include multiple evaluations of applicants that provide greater opportunity for overall consistency of interpretation of credentials, employee participation in the hiring process, and more thorough screening of applicants.

Executive Committee

Roles and Responsibilities of the Executive Committee:
The Executive Committee provides advice and counsel to the President to help assure effective local governance for UTMB. The Executive Committee helps the President set the course and direction for UTMB, facilitates goal-setting and policy-making for the institution and its components, tracks progress and performance related to strategic goals, and oversees stewardship of resources. The Executive Committee also facilitates and coordinates communication about priorities, goals, programs and initiatives, and works to enhance the public image of UTMB within and beyond the institution.

The members of the Executive Committee are:

David L. Callender, M.D., M.B.A., FACS President. Dr. Callender comes to UTMB from the University of California at Los Angeles (UCLA) where he was Associate Vice Chancellor and CEO of the UCLA Hospital System. He is a 1984 graduate of the Baylor College of Medicine in Houston and earned an M.B.A. from the University of Houston in 1995. He is Board Certified by the American Board of Otolaryngology (1990) and the Certifying Commission on Medical Management (2003). Dr. Callender has served in both faculty and academic administration positions at the University of Texas M.D. Anderson Cancer Center and the David Geffen School of Medicine at UCLA. He is a member of the Board of Directors of the University Health Systems Consortium, an alliance of 97 academic medical centers and 153 of affiliated hospitals representing nearly 90% of the nationís non-profit academic medical centers (5).

Garland D. Anderson, M.D. Executive Vice President and Provost, Dean, School of Medicine. Thomas N. and Gleaves T. James Distinguished Chair Dr. Anderson was appointed Executive Vice President and Provost, in February 2008. Dr. Anderson also served as the Jennie Sealy Smith Distinguished Chair in Obstetrics and Gynecology, and professor and chairman in the Department of Obstetrics and Gynecology from 1989-1995. He was appointed Dean of the School of Medicine in 2006. Dr. Anderson earned his medical degree from University of Tennessee College of Medicine and completed residency training at the University of Texas Health Science Center, Houston. He came to UTMB from the University of Tennessee College of Medicine, where he served as the director of resident education, as well as division chief of Maternal and Fetal Medicine and professor in the Department of Obstetrics and Gynecology (6).

Cary W. Cooper, PhD, Vice President and Dean, Graduate School of Biomedical Sciences. Dr. Cooper, a native of Camden, Maine, received his A.B. degree from Bowdoin College (Brunswick, ME) in 1961 and his Ph.D. in physiology from Rice University in 1965. After postdoctoral training in pharmacology at Harvard Medical School and the University of North Carolina (UNC) Medical School at Chapel Hill, he joined the faculty of the Department of Pharmacology at the UNC Medical School as an Instructor in 1968 and rose to the rank of Professor in 1977. In 1982, he came to UTMB as Professor and Chairman of the Department of Pharmacology & Toxicology and served as Chairman until 1996. In 1994, he was asked to serve as Dean Ad Interim of the Graduate School of Biomedical Sciences and was appointed Dean in 1996 (7).

William R. Elger, CPA, Executive Vice President and Chief Business and Finance Officer. Elger comes to UTMB from the University of Arizona College of Medicine, where he served as senior associate dean for administration and finance. Prior to his work at Arizona, Elger transformed the University of Michigan Medical Schoolís financial operations as executive director for administration and chief financial officer. Elger is a Certified Public Accountant and graduate of the University of Illinois-Chicago. He was senior audit manager at Ernst & Whinney in Chicago from 1973-1987, where he specialized in audit and consulting services for the health care industry. From 1988-1989, Elger was chief financial officer/chief operations officer at the University of Illinois Eye and Ear Infirmary in Chicago, where he led a financial turnaround (8).

Elizabeth Protas, PT, Ph.D., Vice President and Dean, School of Health Professions, George T. Bryan Distinguished Professor, Senior Fellow, Sealy Center on Aging. Elizabeth Protas was appointed dean of the School of Health Professions at the University of Texas Medical Branch at Galveston effective September 2008. Protas previously served as dean ad interim and chairwoman of the Department of Physical Therapy in the School of Allied Health Sciences. She came to UTMB in 2002. She earned her Ph.D. from the State University of New York at Buffalo. Her research interests include geriatrics, rehabilitation of adults with stroke, Parkinson's disease and spinal cord injury. She has received numerous honors and awards during her career, most recently the Herbert H. deVries Award for Distinguished Research in the Field of Aging (9).

Ben G. Raimer, M.D., Senior Vice President of Health Policy and Legislative Affairs. Dr. Raimer received his latest appointment in 2008. He previously served as Vice President and Chief Executive Officer, Community Health Systems (formerly Office of Community Outreach) since 1999. He worked as a community-based pediatrician in Galveston County from 1977 until 1993, when he joined UTMB as medical director for the Primary Care Outpatient Clinics. In 1997, the governor appointed him chair of the Texas Statewide Health Coordinating Council, which produces the State Health Plan. Raimer was also appointed chair of the Texas Correctional Managed Health Care Committee. He is a Professor in the Departments of Pediatrics, Family Medicine, and Preventive Medicine & Community Health (10).

Donna K. Sollenberger, Executive Vice President and Chief Executive Officer for the UTMB Health System. As executive vice president and chief executive officer for the UTMB Health System, Sollenberger is responsible for providing operational and financial oversight for UTMBís patient care enterprise that includes the hospital complex, a network of campus- and community-based clinics and a Correctional Managed Care program that provides care to three-fourths of the states incarcerated. She also is integrally involved in long-term capital improvement projects to upgrade clinical facilities at the university. Sollenberger previously served as president and CEO of the University of Wisconsin Hospitals and Clinics which won numerous national awards, including being named one of Solucientís Top 100 hospitals in 2003, 2005 and 2007 and a Top 100 Heart Hospital in 2006 and 2007 (11).

Pamela G. Watson, R.N., Sc.D. Vice President for Education, Dean, School of Nursing, Rebecca Sealy Distinguished Centennial Chair. Dr. Pamela Watson earned a Diploma in Nursing from the Massachusetts General Hospital School of Nursing. She subsequently received a Bachelor of Science Degree and Master of Science Degree from Boston University School of Nursing. In 1982, she was awarded a Doctor of Science Degree in Rehabilitation Counseling/Psychology from Boston University. Dr. Watson's past administrative experience includes the position of Chair of the undergraduate and graduate nursing programs for the College of Health Professions at Thomas Jefferson University (12).
