Facilities Operation and Management (FOAM) is responsible for all capital and major facilities maintenance projects at The University of Texas Medical Branch at Galveston (UTMB). FOAM's core purpose is to create and maintain an environment that is pleasing, functional, and safe. Their services related to physical resources include ensuring easy access to, from and around campus facilities; improving the state of the physical environment through construction projects, master and capital planning and space utilization; maintaining the quality of the physical environment through repair, proactive and exterior maintenance; and providing utilities distribution, energy management and waste management.
Changes in investment in buildings (1), facilities and other improvements (2), equipment (3), and construction in progress (4) are included in the Annual Financial Report submitted to the University of Texas System. In addition, FOAM maintains a list of all structures 45 years of age or older and reports these structures to the Texas General Land Office in accordance with the Texas Resources Code 31.160. All of the buildings reported to the Texas General Land Office are available for viewing on the web site (5). The university and the community treasure these examples of fine architecture, and, over time, will enhance the presence of these and other important buildings that define the character of the campus.
FOAM is also responsible for pre-storm preparations and post-storm activities related to campus structures and equipment in the event of a hurricane (6) (7) and developing and maintaining policies regarding risk assessment and interim life safety measures when buildings are impaired during the course of construction, renovation or alteration activities (8).
