Narrative:
All administrators at The University of Texas Medical Branch at Galveston, including the chief executive officer, are evaluated for effectiveness on a periodic basis. The UT System Regents' Rules and Regulations require annual evaluation of all UT System employees (administrative, faculty, and classified) (1) (2) and a comprehensive evaluation of academic administrators below the level of president at least every six years (3).

Evaluation of President. The Regents' Rules and Regulations specify that the evaluation of the president of each health-related institution in the UT System is primarily the responsibility of the Executive Vice Chancellor for Health Affairs and shall occur annually (3). A copy of the President’s evaluation is on file at the UT System office and includes an annual accomplishments review, annual work plan, and an evaluation signed by the President and UT System Vice Chancellor for Health Affairs (4).

Academic Administrators. The Regents' Rules and Regulations give the president of the institution or the president’s delegate the responsibility for evaluating vice presidents and deans. In addition to the annual evaluation, this includes the responsibility for appointing a committee to conduct an evaluation of each academic administrator below the level of president every six years. The Rules define an “administrator” to include the chief academic officer, deans, department chairs, and directors of academic units.” The UTMB Institutional Handbook of Operating Procedures (IHOP) has expanded this definition to include Directors of Centers and Directors of Institutes (5).

The Regents require that the committee conducting the six-year comprehensive evaluation of administrators must complete a written report that contains the substance of the review that will be provided to the administrator under review, to the administrator’s supervisor, and to the Executive Vice Chancellor for Health Affairs. They also specify that a representative faculty body should be consulted in developing the review policies and procedures, that the review shall be comprehensive and include input from faculty, staff, and students, as well as alumni, community leaders, and other sources where appropriate, based on the charge to the committee from the president (3). The UTMB Institutional Handbook of Operating Procedures (IHOP) gives the responsibility of consultation in the development of the review to the Faculty Senate (5). The schedule of administrator evaluations are provided for reference (6).

In addition to the annual evaluation, the highest institutional governing group, the Strategic Executive Council, undergoes a 360º Executive Assessment every three years. This instrument allows for both self assessment and feedback from employees, manager, peers, and other critical stakeholders on professionalism, collaboration, performance management, outcomes, communications, leadership, and strategic focus. Each leader prepares an action plan based on his/her 360 assessment and shares it with the UTMB president (7).
