The Texas Education Code states that the Texas Higher Education Coordinating Board (THECB), the governing board of institutions of higher education, shall “insist on clarity of focus and mission of each institution under its governance” and defines the legal authority of the Board to nurture "each institution under its governance to the end that each institution achieves its full potential within its role and mission (1)." It is the role of the THECB to develop, after consultation and public hearings, the role and mission for each public institution of higher education in Texas (2). Towards that end, the THECB has issued rules and guidance to assist institutions in the development of the role and mission for public higher education institutions and for periodic review of their role and mission statement (3).
UTMB has a clear and comprehensive mission statement (4), which is reviewed and approved at least every four years by The University of Texas System Board of Regents and the Texas Higher Education Coordinating Board (5). UTMB's Mission Statement and Table of Programs were last approved in January 2004 (6).
