Narrative:
The Texas Higher Education Coordinating Board (THECB), which represents the highest authority in the state in matters of public higher education, vests degree-granting authority to each institutional faculty in all the institutions that comprise The University of Texas System (1) (2). The THECB periodically reviews the role and mission statements, table of programs, and all degree and certificate programs offered by public institutions of higher education to assure that they meet the present and future needs of the state and the counties in which they are located. The Board can also order the initiation, consolidation, or elimination of degree or certificate programs where that action is in the best interest of the public institutions or the general requirements of the State of Texas (3).
