Dr. Fulcher is Chief of the Division of General Obstetrics and Gynecology at UTMB. He holds a bachelor’s degree from North Texas State University in Denton, and received his medical degree and residency training at the University of Texas Medical Branch at Galveston. He is boardcertified in obstetrics and gynecology. In recognition of Dr. Fulcher’s contributions to the field of family planning, he has been appointed to the Family Planning Advisory Committee for the State of Texas Board of Health.

Dr. Fulcher is married with three children and lives in Dickinson.
