The meeting was convened by the Stigma and Disparities Subcommittee of the Presidential Advisory Council on HIV/AIDS (PACHA), which is an advisory body to the US Secretary of Health and Human Services (HHS). Dr. Molldrem has previously published on the ethics of these programs in The American Journal of Bioethics.
