Overview:

Dr. McCowan has extensive experience working with a wide-spectrum of people from various organizational levels to create, promote, and implement strategic solutions designed to support institutional and departmental vision and goals.

Currently, Dr. McCowan serves as a part-time consultant for the University of Texas Medical Branch (UTMB) and Food and Drug Administration (FDA) Educational Training Program. Her role is to provide high-level guidance, analysis, training, and aid in developing strategies to improve/sustain the program. As the previous, training/project manager, she had a vital part in growing the program that consist of non-clinical and clinical courses encompassing various training modules that cross educated sponsors, scientists, physicians, veterinarians, nurses, quality assurance personal, regulators, policy makers, and organizational leaders enabling a cohesive conduct of regulated studies in high level biocontainment environments ensuring data quality and integrity for product approval for high infectious diseases. She managed and interacted closely with faculty from FDA, NIH, NETEC, business/industry, academia, and international agencies etc. to ensure the courses  meet the requirements enforced by government regulatory entities.

Previously, Dr. McCowan worked for healthcare and other higher education organizations designing and delivering effective training to hundreds of people from various hierarchy levels. She has exemplary experience in project and program management that span over more than 8 years.  Her work focuses on meeting the strategic needs of the organization and the community it serves which is exhibited in her leadership, work ethic, and character.

Dr. McCowan is a respected community advocate and a dedicated diversity, inclusion, and equity champion. She co-founded and helped lead the implementation efforts for the following groups at UTMB: Black Alliance Employee Resource Group, Women's Resource Group (WRG), and EMERGE Employee Resource Group. Dr. McCowan currently serves and has been a committed member UTMB's Diversity Council for over 4+ years. In addition, Dr. McCowan is a member of the Society for Human Resource Management (SHRM), NAACP, Houston Area Urban League Young Professionals, and Zeta Phi Beta Sorority, Incorporated.
