Privacy

Barbara is registering Mr. Brown and his 3-year-old son for a well child visit.  Next to Barbara, Tammy is talking loudly on the phone,  questioning a parent about the reason for a new visit.  Both Barbara and Mr. Brown hear Tammy state the name of the caller and the reason the mother is calling the clinic.  Is this a breach of the disclosure of HPI under the Privacy Rule?
