is a medical peer review committee, as defined in the Texas Medical Practice Act, Occupations Code, Section 151 et.seq., to assist physicians with physical handicaps, chemical or substance abuse problems, or mental and emotional difficulties that may affect clinical skill and judgment. The committee members will be appointed by, and report to, the Chief of the Medical Staff
