The following departments report directly to the Office of the President, supporting UTMB’s mission to improve health for the people of Texas and around the world.
Internal Auditing is an independent, objective assurance and consulting activity designed to add value and improve the University's operations.
It helps the University to accomplish its objectives by bringing a systematic, disciplined approach for evaluating and improving the effectiveness
of risk management, control, and governance processes.
Office of Development
The UTMB Development office exists to foster goodwill and be an advocate for the University; to promote its strengths, address its challenges,
and make the most of its opportunities; to assist UTMB in maintaining a strong financial position; and to provide counsel on issues, programs
and processes that lead to a stronger, more efficient, and more effective UTMB. Through wisdom, influence, work and resources, in partnership
with University leaders, the Development Office helps UTMB enrich the communities the University serves through its patient care, education,
and research endeavors.
Health Policy and Legislative Affairs
The Office of Health Policy and Legislative Affairs advances the education and research mission of the University of Texas Medical Branch by strengthening research,
innovation, decision-making, and relationships in all matters related to health policy.
This team works to further UTMB’s knowledge and communication on health policy issues — which include workforce, access, reimbursement, reform, and community engagement
— through data management, research, decision-support, and leadership. The office works to advance cost efficient models to improve access to health care
and improve health.
Legal and Regulatory Affairs
Under the direction of Carolee A. "Carrie" King, JD, Sr. Vice President & General Counsel,
the Office of Legal & Regulatory Affairs provides guidance and oversight for the following areas:
Department of Legal Affairs
Provides legal counsel and represents the entire institution on a wide range of issues involving operations,
transactions, litigation management, public information requests and international affairs.
Office of Institutional Compliance
Responsible for developing an institutional compliance program that will promote compliance with all applicable legal requirements,
foster and help ensure ethical conduct, and provide education, training, and guidance to all employees and faculty. Our institutional
compliance plan and program is designed to prevent accidental or intentional noncompliance with applicable laws and regulations;
to detect such noncompliance if it occurs; to take corrective action when necessary, and to prevent future noncompliance.
Office of Technology Transfer
Responsible for the management of The University of Texas Medical Branch's Intellectual Property Assets,
while promoting and encouraging scientific collaboration with industry.
Marketing and Communications
Marketing and Communications helps build broad-based awareness of UTMB’s accomplishments and contributions to health sciences education,
research and patient care. Areas of focus include:
The UTMB Police Department, through professional policing and working in partnership with the community, is dedicated to providing safe and secure working,
learning and healing environments at UTMB’s Galveston Island and mainland locations. The department employs commissioned police officers,
telecommunication operators and public safety officers, along with support and administrative personnel to protect people and property, and
prevent crime in support of UTMB’s education, research and patient care mission.
Office of Strategic Management
The Office of Strategic Management is responsible for the coordination and preparation of the strategic plan, planning processes and
organizational performance improvement through alignment and integration at the institutional level. UTMB is engaged in an ongoing
planning process designed to facilitate strategic conversations to improve organizational performance alignment and results.
UTMB Leadership identifies institutional goals and strategies based on key strategic challenges and opportunities that will move the
institution toward the vision of working together to define the future of health care. These priorities are communicated
across the institution at "Town Hall Meetings", "Mondays in March" and through a broad range of stakeholder engagement strategies.
These institutional strategies and goals guide detailed planning, goal setting and continuous improvement at the division and operating unit levels.
