Galveston County Daily News, Nov. 28, 2006 According to the Texas Education Agency, 66.4 percent of Galveston public-school children are economically disadvantaged, 11 percent more than the average for Texas as a whole. For that glaring reason, there is a greater need in Galveston to enroll kids in Children's Medicaid and in the state's Children's Health Insurance Program. The complicated application forms and bureaucratic inefficiency by those overseeing these policies have caused a substantial and growing disparity between those low-income kids in Galveston County who qualify for federal and state health insurance and those who actually obtain it.
