“The Changing Healthcare Context of Mexico”

The 21st century has been a period of major healthcare reforms in Mexico. In 2004, Mexico launched a public health insurance program, Seguro Popular, that provided health insurance coverage to nearly 54 million previously uninsured individuals. In January 2020, Seguro Popular was dismantled and replaced with the Health Institute for Welfare (Instituto de Salud para el Bienestar – INSABI). This talk will present evidence from ongoing research using the Mexican Health and Aging Study of how these reforms have influenced population-level trends in the healthcare utilization of middle-aged and older adults in Mexico.


Brian Downer, PhD is an Associate Professor in the Department of Population Health and Health Disparities. He is a gerontologist with expertise using data from diverse, population-based cohort studies of aging to study population health and aging. He is especially interested in studying the differences in the healthcare utilization of older adults with and without dementia.
