Ed Owens began his career as a Correctional Officer and advanced through numerous leadership roles within the Texas Department of Criminal Justice, serving as Warden, Regional Director, ID Deputy Director for Support Services, Operations Division Director, and ultimately retiring in 2007 as Deputy Executive Director. He is a graduate of Sam Houston State University, where he earned a Bachelor of Science in Criminology and Corrections.

Mr. Owens joined UTMB Correctional Managed Care in 2015 as Program Manager of Outpatient Operations and, in 2017, became Manager of Clinical Support Services. He now serves as the Director of Support Services, bringing decades of operational expertise and a deep commitment to correctional health care.
