Marjorie M. Cisneros, MBAVice President, Inpatient Operations


Marjorie M. Cisneros holds a Bachelor of Business Administration Degree from Texas A&M University in College Station, Texas and a Masters of Business Administration Degree from St. Mary’s University in San Antonio, Texas.  After college and working for a physician-owned preferred provider organization, Marjorie relocated to Galveston, Texas in 1998.  That same year, she began her tenure with the University of Texas Medical Branch at Galveston (UTMB) as a Management Analyst within the Faculty Group Practice.

As part of the Faculty Group Practice team, one of Marjorie’s main accomplishments was creating, implementing and overseeing the physician compensation plan.  

In 2002, Marjorie’s responsibilities were expanded within the Faculty Group Practice. In her dual-role of Senior Practice Manager and Physician Service Manager, Marjorie continued with her financial management duties, but became more active in clinic administration through oversight of the onboarding process of new CBC physicians and clinical staff members.  Marjorie also evaluated clinic performance based on profitability and productivity in order to made recommendations for actions to streamline process, increase exposure, build practice revenue and facilitate overall clinic growth.

In 2010, Marjorie was appointed as Business Manager for UTMB’s Ambulatory Operations where she was responsible for the preparation, presentation and oversight of the annual Ambulatory Operations’ budget.  Additionally, as Business Manager, Marjorie analyzed trends by specialty line and forecasted financial projections based on historical profitability and productivity of each line of business.  

In 2014, Marjorie was promoted to Director of Business Operations for UTMB’s Ambulatory Operations, where, in addition to her previous responsibilities as Business Manager, she assumed additional operational oversight.  That same year she worked with leadership to ensure a smooth transition of UTMB’s Regional Maternal and Child Health Program (RMCHP) from the Academic Enterprise to the Health System and also assumed leadership of Ambulatory Purchasing and Support Services, which is responsible for coordination of Ambulatory Operations’ physical growth.

In 2015, Marjorie transitioned to Hospital Galveston, a general acute care facility for offenders within the Texas Department of Criminal Justice (TDCJ) system, and currently serves as Vice President of Inpatient Operations.  She is responsible for both administrative oversight of both inpatient and onsite clinical operations in the Galveston unit, as well as administrative oversight of regional medical facilities and support services.  Additionally, Marjorie leads the Correctional Managed Care (CMC) utilization review and Bed Management team which provides case management services for offender care.  

Outside UTMB, Marjorie volunteers extensively in the local community. She has been an active member of The Junior League of Galveston County, Inc. (JLGC) since moving to Galveston and has served in various board positions prior to her appointment as President for the 2008-2009 League year. Marjorie’s volunteerism has also extended to Big Brothers/Big Sisters, the Ronald McDonald House, and various Chambers of Commerce, including Galveston, League City and Friendswood. Marjorie also serves on the board of The Cisneros Foundation which awards scholarships to high school students in underserved communities.
