Owen J. Murray, D.O., MBASenior Vice President, Offender Health Services
As Senior Vice President of Offender Health Services for the University of Texas Medical Branch Correctional Managed Care program (UTMB-CMC), Dr. Murray is responsible for ensuring that medical, mental health, and dental services are provided to about 100,000 adult inmates in Texas Department of Criminal Justice prisons and jails, as well as youth in Texas Juvenile Justice Department facilities. He oversees a team of about 3,800 health care and support staff who work in more than 90 correctional facilities across the state. Dr. Murray is also an assistant professor in the Department of Preventive Medicine and Community Health at UTMB.
Dr. Murray earned a bachelor’s degree in biology from Boston College in 1983. He then received his medical degree from the Chicago College of Osteopathic Medicine in 1988 and completed a Family Medicine residency at Michigan State University in 1991. In 1999, he earned a Master of Business Administration (MBA) from the University of Houston–Clear Lake. He is board certified in Family Medicine and has also been certified as a Correctional Health Professional by the National Commission on Correctional Health Care.
Throughout his career, Dr. Murray has served on many UTMB committees, published research, and given presentations on correctional health care. He has also testified before committees of the Texas Legislature and other governing organizations.
Dr. Murray has more than 30 years of experience in correctional health care. Before joining UTMB in 1995 as Medical Director of the Correctional Managed Care program, he worked as a physician and leader at a division of Cook County Jail in Chicago and at several correctional facilities operated by the Illinois Department of Corrections.
