The Office of Strategic Research Development (OSRD) supports the university’s research enterprise by facilitating the development of large-scale, interdisciplinary, and multi-investigator grant proposals. The OSRD assists faculty in identifying strategic funding opportunities and provides comprehensive support throughout the proposal process. This includes project management, team coordination, editing support, and assistance with non-scientific components such as facilities descriptions and biosketches. Additionally, OSRD monitors funding trends, shares targeted opportunities with faculty, and offers workshops and resources to improve strategic planning and grant competitiveness. Through close collaboration with institutional leadership and external partners, the OSRD ensures that UTMB’s research efforts align with both institutional priorities and funding agency goals.

Proposal Development and Management
The OSRD provides proposal development support to enhance UTMB’s research enterprise. The OSRD provides support for proposal planning, proposal editing, and/or project management throughout the proposal development process. This support is available to early career, mid-career and senior faculty.
Proposal Editing
- Edit and format proposal for clarity, consistency, and cohesiveness
- Reconcile proposal content with funding announcements and ensure all requested components are included in the proposal
- Refine and polish final documents by strengthening its visual appeal
Non-Technical Documentation Management
Strategic Intelligence
- Provide actionable insights and future-looking intelligence to inform leadership decisions and proposal strategy
- Conduct capacity analyses of UTMB’s strengths in key research areas, landscape analyses of funding opportunities or leading research institutions/individuals in a particular field
- Conduct program analyses of specific funding programs
- Conduct sponsor analyses to understand their broader funding strategies
Proposal Review Coordination
- Facilitate an independent group of experts (or senior faculty) to review the proposal draft for scientific merit, completeness and persuasiveness, and how appropriately it is weighted to the sponsor’s evaluation criteria (for large scale proposals)
- Provide feedback on the clarity and direction of preliminary draft components
Proposal Development & Management
- Provide individual investigator consultations to support the development of research plans and proposal content
- Provide proposal outlines and templates to guide the writing process
- Monitor progress and inform specific team members of any upcoming action items and deadlines
- Provide guidance on navigating UTMB's research enterprise
Grant Library
With the gracious permission of successful investigators, the National Institute of Allergy and Infectious Diseases (NIAID), National Institute on Deafness and Other Communication Disorders (NIDCD), the National Cancer Institute (NCI), and the University of Texas Medical Branch makes available examples of funded R, K, F and SBIR/STTR grant applications, summary statements, sharing plans, leadership plans, and more.
Funding Portfolio Advancement
The OSRD curates and disseminates large collaborative funding opportunities to investigators in a targeted manner, providing actionable insights and future-looking intelligence to inform proposal strategies for individual and large competitive proposals.
