(Internet) 09/14/06 Independent gubernatorial candidate Carole Keeton "Grandma" Strayhorn on Wednesday unveiled a plan she said would restore the Children's Health Insurance Program and provide more affordable insurance for adults. Robert Black, Perry's press secretary, rejoindered in Austin that Strayhorn only proposed plans the governor has enacted. "Carole Strayhorn is obviously more interested in symbolism than substance because the Legislature and Gov. Perry have already put into action virtually everything she is advocating," said Black. Black said working parents and their employers will have affordable insurance through a new program being managed by the University of Texas Medical Branch and backed by Perry. "We have a waiver proposal in to the federal government to pilot this concept using CHIP funds for CHIP client shares and local funds for non-CHIP client shares," the spokesman said.
