In her new role, Foy will lead efforts to continually evaluate and measure the effectiveness of the university’s risk management activities and internal controls.
 
“This role is essential to ensure UTMB, as a public institution, maintains high standards for integrity and compliance, and remains a good and efficient steward of resources,” said Dr. Ben G. Raimer, UTMB president ad interim. “Desolyn possesses not only extensive expertise in internal audit, compliance and data analytics, but also a passion for the health care arena. We are fortunate to have her on our team.”
 
In addition to her vice president role at Harris Health, Foy has served in several leadership roles including director of Compliance, Auditing and Monitoring, and director of Operational Analysis and Assurance. Prior to transitioning to Harris Health, she served as internal audit manager for the Harris County Auditor’s Office and as senior auditor for Pennzoil Company in Houston. She is an adjunct professor of Management Information Systems/Data Analytics at Texas Southern University.

Foy earned her Bachelor of Science degree in accounting from TSU and a Master of Healthcare Administration degree from the University of Houston-Clear Lake. She is a Certified Public Accountant, Certified Internal Auditor and an Audit Command Language Certified Data Analyst. She is a board member for Hope Clinic, a Federally Qualified Health Center in Houston, and a member of the Institute of Internal Auditors.
