Mr. LeBlanc is a registered professional engineer with over thirty years of engineering and management experience. He began working for UTMB in 2011 as the Interim Vice President for Design and Construction.
He started his career in design, construction and management and has developed a keen interest in emergency management, mitigation and preparedness. He also has a background in Public Management, serving as City Manager for the City of Galveston for 14 years. He guided the city through Hurricanes Rita (2005) and Ike (2008) and was named City Manager of the year in 2009 for his exemplary efforts.
He is now committed to UTMB as he joins numerous family members who have spent their entire careers with the university. He has spent his entire life in Galveston and is grateful to be able to be a part of Business Operations and Facilities team for UTMB.
