As ambassador at the United Nations

In 1967, President Johnson appointed Dr. Garcia to serve as Alternate Ambassador to the United Nations to focus on promoting better relations with Latin America and Spain. Dr. Garcia was the first Mexican-American ambassador to the United Nations.

Dr. Garcia was the first member of the U.S. delegation to address the U.N. General Assembly in a language other than English, speaking in Spanish on the issue of nuclear weapons in Latin America.
