Frances Streeter serves as the Associate Vice President for Intellectual Property Legal Affairs at UTMB, where she directs the IP Legal Group and has overseen and negotiated the university’s intellectual property and research contracts for more than twenty years. She provides institution-wide leadership on intellectual property strategy—including patents, trademarks, and copyrights—compliance, and technology transfer agreements.
In addition to her IP responsibilities, Frances has served for over a decade as UTMB’s Export Control Officer. She provides guidance on federal export regulations across the institution and prepares and files export license applications on behalf of the university. Frances also teaches classes and conducts regular trainings on intellectual property, export controls, and research compliance. She chairs the UTMB Export Control Compliance Committee.
Frances earned her Bachelor of Science degree from the University of Central Arkansas at Conway and her Juris Doctor degree from the William H. Bowen School of Law at the University of Arkansas at Little Rock. She is licensed to practice law in Texas, Tennessee, and Arkansas, and is a registered patent attorney.
