The Office of the Chief Financial Officer supports the fiscal integrity of UTMB by providing exemplary resource stewardship, fiscal management and core operational services to meet the diverse needs of the customers we serve. Working alongside our university partners, we proactively support the financial and business decision making that advances UTMB’s mission to improve health for the people of Texas and around the world.

Our consolidated portfolio is comprised of six major areas of operational support, including finance, decision support, financial reporting, revenue cycle operations, accounts payable and supply chain operations. We pride ourselves on our deep expertise, our commitment to the institution and to fulfilling our role as stewards of the assets of UTMB.

  • Interim Chief Financial Officer and Vice President, Financial Accounting & Reporting
    LeMay, Aaron

    C. Aaron LeMay, CPA, is an experienced higher education professional with 15 years of service to Texas public and independent universities.  Currently, he serves as the Vice President, Financial Accounting & Reporting, for the University of Texas Medical Branch (“UTMB”) in Galveston, TX.  Aaron provides leadership and strategic direction to UTMB’s financial reporting, payroll and treasury functions, internal control structure, UT System and State of Texas reporting, tax compliance and assuring successful financial audit completion.  He also is a member of various professional organizations, including NACUBO’s Tax Council, advising on tax issues of concern to the association, SACUBO’s audit committee, and the chair of TASSCUBO’s accounting principles committee.

    Previously, Aaron was the Associate Vice Chancellor for Finance & System Controller for the University of North Texas (“UNT”) System.  He oversaw UNT System’s unified controller office model for accounting, financial reporting, external audit, internal financial controls, payments and payroll operations, and was responsible for controller operations for UNT, UNT Health Science Center, UNT Dallas and the UNT System Administration Office. Prior to transitioning to the UNT System, he worked as the Associate Vice President for Financial Services & Controller at Sam Houston State University.  In addition to his public university work, Aaron was a Research Accountant at Rice University and clerk for Judge Brent Gamble in the 270th Civil Court, Harris County.  He also held accounting positions at Baylor University and was an auditor in the Offices of Pattillo, Brown, & Hill, L.L.P. in Waco, TX.

    Aaron graduated with honors from Ouachita Baptist University earning a Bachelor of Arts with majors in Biblical Studies Language and Accounting.  He also graduated from Baylor University with a Master of Science in Education, emphasis on Higher Education Student Affairs Administration, and South Texas College of Law with a Doctor of Jurisprudence.  Aaron is a Certified Public Accountant in Texas and admitted to the State Bar of Texas.  During his time working with public universities, he completed SACUBO’s College Business Management Institute in 2014 and NACUBO’s Fellow Program in 2018.  He was recognized as a Texas Society of Certified Public Accountants Rising Star in 2013 and awarded a Distinguished Fellow of the National Education Finance Academy in 2015.

    Thomas, Dustin

    Dustin J. Thomas, MBA/HSA, joined UTMB in 2016 and is the financial executive over forecasting, budgeting and operational analytics. In partnership with clinical, educational and research leaders at UTMB, he oversees the institution-wide strategy for the UTMB Discover data warehouse and suite of analytics applications. 

    Dustin holds a Bachelor’s degree from the University of Utah, where in 2005 he also completed a Master’s degree in Business and Health Services Administration from the David Eccles School of Business.

    Dustin began his career with Intermountain Healthcare in Salt Lake City and supplemented that experience at UnitedHealthcare and most recently at Scottsdale Healthcare in Arizona. In Scottsdale, Dustin established a Clinical and Business Intelligence program and served as the central finance administrator supporting five hospitals, an employed physician group and a population health management division. 

    Dustin is a certified Project Management Professional and brings a background in program management and HR/Finance shared service operations gained through work with the 2002 Olympic Winter Games and Intel Corporation. Dustin is a member of the Healthcare Financial Management Association and remains an active leader with the national Order of the Arrow leadership development program of the Boy Scouts of America.

  • Vice President, Finance – Institutional Support
    McGinley, Lynn 04

    Lynn joined the University of Texas Medical Branch (UTMB) in Galveston, TX as the Vice President, Finance—Institutional Support in October 2019. Lynn provides financial leadership to all UTMB Institutional Support areas, as well as providing guidance and counsel to the UTMB President and the EVP, Chief Business & Finance Officer as they lead the Institutional Support entity. She also oversees the institution’s accounts payable function.

    Lynn has more than 20 years of extensive financial experience at both public and private academic medical centers and is dedicated to improving decision making, efficiencies, and compliance through the coordination of people, data, and systems. She is a deep subject matter expert and experienced leader in grant and contracts administration and has successfully led multiple transformation initiatives and system implementations.

    Prior to joining UTMB, Lynn served as the Assistant Vice President, Sponsored Projects Accounting and Compliance at the University of Maryland, Baltimore (UMB), where she was responsible for all post-award financial reporting and compliance, effort reporting, the facilities and administrative cost rate proposal, the fringe benefit rate proposal, and the service center rate development. Prior to UMB, she performed similar functions at the Johns Hopkins University, a private research university with over $1 billion of annual research expenditures.

    Lynn was a Board Member of the Council of Government Relations (COGR) and a member of the National Association of College and University Business Officers (NACUBO). She is a Certified Public Accountant and has a Masters of Science degree in Information and Telecommunication Systems from the Johns Hopkins University and a Bachelors of Science degree in Accounting from the University of Delaware.

     Financial Accounting and Reporting

  • Vice President, Revenue Cycle Operations
    Goertz, Emily

    Emily M. Goertz, MBA, joined UTMB in February 2016 as Vice President of Revenue Cycle Operations. Emily came to UTMB with more than 17 years of experience in healthcare financial management. She obtained a Master of Business Administration from Texas Woman’s University and holds several professional certifications including CPAM, CHFP, and CPC-A. 

    Today, her leadership encompasses oversight of UTMB’s Single Billing Office, Patient Admitting and Registration, Coding Services, Billing, and Denials Management. As an integrated billing system, for both Hospital and Professional services, Emily believes that the revenue cycle is an essential component in delivering a world-class patient experience. Emily specializes in resolving long-standing challenges that improve operational efficiency and enhance the customer service experience. Before coming to UTMB, she served as Director of Patient Financial Services at Texas Children’s Hospital. Her extensive experience working with EPIC systems and history of demonstrated leadership equips her to provide UTMB’s Revenue Cycle Team with the guidance to implement best practices across the billing cycle and enhance revenue.

     Revenue Cycle Operations

  • Vice President, Supply Chain Operations
    Toomes, Chris

    Chris Toomes joined UTMB in 2019 and serves as the Vice President of Supply Chain Operations at The University of Texas Medical Branch. He leads the strategic and operational functions of UTMB’s system-wide supply chain including procurement, sourcing, contracting, materials management, value analysis and logistics.

    Prior to his current role, Chris worked for Becton Dickinson and Company (BD) as the North American Director for Pyxis Supply Chain automation where he focused on enhancing efficiencies through Supply Chain automation for large national and regional IDNs, including several large academic medical centers. 

    Chris also spent 13 years at Memorial Hermann, where he was responsible for a wide range of services within the Supply Chain for Memorial Hermann’s 16 hospitals and 200 clinics. During his tenure at Memorial Hermann, the Supply Chain was nationally recognized by Gartner as one of the top 25 healthcare Supply Chain’s in the United States. Chris has been nationally recognized as a thought leader by many healthcare support organizations including Health Connect Partners, Vizient, HFMA, AORN, AHRMM, Healthcare Procurement and Gartner.

    Chris is a graduate of Texas A&M University and is a long-time resident of Galveston county and currently lives on Tiki Island with his wife of 26 years, Alyssa.  He has two children, a daughter who attends The Pratt Institute in New York and a son that manages a local marine business.
