Will McWhorter has been appointed chair of The University of Texas System Employee Advisory Council (EAC).
McWhorter is a senior practice manager for the Correctional Managed Care Program at The University of Texas Medical Branch (UTMB Health), overseeing healthcare operations at the Texas Department of Criminal Justice (TDCJ) Beauford H. Jester III and Carol S. Vance units in Richmond.
When McWhorter was first named to the council in 2024, he was the first Correctional Managed Care (CMC) representative to serve on the UT System EAC.
McWhorter began as a representative on the council’s Resources and Support Committee, helping raise awareness of resources and benefits available to employees across the UT System and its institutions. In 2025, he served as vice chair of the executive board and sponsored the Elevating Recognition Committee, which focused on bringing employee recognition to the forefront across all of the institutions.
“This past year marked the 25th anniversary of UTS EAC, and in that time there have been inspiring accomplishments that have impacted employees,” said McWhorter, who also serves on the UTMB Employee Advisory Council. “From campus safety and Total Rewards to wellness and Elevating Recognition initiatives, the UTS EAC has made a lasting impact. My goal as the 2026-2027 chair is to continue the work of those who came before me while paving the way for those who follow. I will be working closely with executive board members and representatives from each of the UT System institutions to focus our efforts on the issues that matter most to the employees we represent.”
McWhorter said he hopes to have the opportunity to raise awareness for UTMB Correctional Managed Care and TDCJ.
“This provides a unique chance to share our mission and goal of providing high-quality healthcare in the most challenging and often least understood environment,” McWhorter said.
The UT System Employee Advisory Council (EAC) is composed of two representatives from each UT System institution. The council serves as a forum for sharing information and discussing issues important to staff while fostering communication among employees, the Board of Regents, and UT System leadership.
