UTMB AIDS Education and Training Center (AETC)

The UTMB AIDS Education & Training Center (AETC) is a regional partner of the South-Central AETC and part of the national HRSA-funded Ryan White HIV/AIDS Program. Through expert education, clinical consultation, technical assistance, practice transformation, and preceptorship opportunities, UTMB AETC strengthens HIV prevention, diagnosis, treatment, and workforce development. As part of a nationwide network of HIV specialists, UTMB AETC equips healthcare professionals and organizations with the knowledge and resources needed to deliver high-quality, patient-centered HIV care and improve health outcomes across Texas and the South-Central region.


Together, the UTMB AETC Team is dedicated to advancing HIV care through innovative education, training, and collaboration for healthcare professionals across Texas.

Mission Statement

The South Central AETC works to ensure that all people in New Mexico, Texas, Oklahoma, Louisiana, Arkansas, and the tribal nations therein have access to best practices for screening, prevention, and treatment of HIV, and will reduce variations in HIV care, thereby improving the quality of life for persons living with or at risk for HIV. 

Where We Work

Correctional Managed Care: The UTMB-CMC Section of Clinical Virology oversees clinical care for TDCJ patients infected with HIV, chronic HBV and HCV infections. The team co-manages these infections with the Unit providers. In addition, the section provides educational activities through lecture series during conferences and Webinars in the Computer Learning Portal platform.

A Legacy of Advancing HIV Care

Dr. Philip Keiser launched Texas’s first AIDS Education and Training Center (AETC) at Parkland Hospital in the late 1990s, providing essential HIV education for healthcare professionals. In 2008, he brought the program to UTMB, establishing it as an AETC training site. Since then, UTMB AETC has expanded its reach, delivering HIV education and support to healthcare providers throughout the Texas Department of Criminal Justice and across Galveston, Brazoria, Matagorda, Chambers, and Jefferson counties.

Today, UTMB AETC faculty and collaborators care for thousands of individuals living with HIV and contribute to innovative clinical, implementation, and research initiatives in Texas and beyond. Whether you're interested in training, collaboration, or clinical mentorship, UTMB AETC is committed to advancing excellence in HIV care and supporting the healthcare professionals who make it possible.
