WHO EPI-WIN : Empowering Community Health Workers (CHW) Through an Innovative Capacity Strengthening Approach for Outbreak Detection and Response

The World Health Organization (WHO) has placed community engagement at the heart of its global strategy for Health Emergency Preparedness, Response, and Resilience (HEPR), recognizing that local communities are the first responders in any crisis. To support this, WHO developed a comprehensive training package for community health workers (CHWs), combining outbreak detection, risk communication, infection prevention, mental health support, and community coordination. First piloted in Kinshasa, DRC in late 2024 and expanded to Entebbe, Uganda in early 2025, the initiative aims to strengthen community-based responses to outbreaks like mpox and Ebola.
