A Statement on Racial Profiling
Racial Profiling is specifically prohibited in Texas under the provisions of the Criminal Code of Procedure Articles 2.131-2.137. At the university police, our officers are further prohibited from engaging in bias based profiling in traffic contacts,
field contacts and in asset seizure and forfeiture.
We have outlined a complaint process for those who believe they have been stopped or searched based on racial or bias based profiling. Complaints should be directed to:
University Police Department
Office of Professional Standards
301 University Boulevard
Galveston, Texas, 77555-0101
Phone: 409.772.0630
E-Mail: Inspector S. Happ -
sthapp@utmb.edu or Lieutenant J. Rivera - jirivera@utmb.edu
All complaints will be investigated in a thorough and timely manner. If racial or bias based profiling occurs, as proven in sustained complaints, disciplinary action to include termination of employment and criminal prosecution may result. If bias based
profiling behaviors are suspected, early intervention to correct such behavior may be appropriate and could include counseling, training and education.
