Welcome to UTMB Health Contracting
Our Contracting team partners with vendors, clinical departments, and operational leaders to ensure that all goods and services purchased by UTMB support patient care, safety, compliance, and financial stewardship. We manage agreements, negotiate terms, and maintain compliance with the State of Texas purchasing regulations and UT System requirements.
The Contracting Team is comprised of three specialized groups:
- Clinical Contracting – Focused on agreements for medical and clinical services.
- Institutional Support Contracting – Handles contracts for administrative and operational services.
- Construction Contracting – Manages agreements for capital projects and facility improvements.
Primary focus: Establishing the legal, financial, and operational framework that governs how UTMB buys.
Core Functions
- Contract creation & negotiation
Develops terms, pricing, SLAs, risk language, indemnification, data-use agreements, and BAAs. - Risk management & compliance
Ensures alignment with UT System policy, Texas law, federal regulations, and accreditation bodies. - Supplier onboarding & credentialing
Ensures suppliers are authorized, compliant, and appropriately categorized. - Contract lifecycle management
Tracks renewals, expirations, amendments, and performance obligations. - Strategic sourcing (upstream)
Evaluates the market, competitive bids/RFPs, volume leverage, and total cost of ownership.
Contracting typically answers:
- Is this vendor allowed?
- What protections and obligations does UTMB have?
- What is the pricing structure and term?
- What happens if something goes wrong?
- Are we compliant?
Output:
A binding agreement that defines what UTMB is allowed to buy, how, at what price, and under what risk constraints.
