Adobe's Official Accessibility Help
Overview
If possible, avoid the use of PDFs and use webpages (best choice) or Microsoft Office documents. If PDFs are required they are more complicated to make accessible. PDFs are basically images generated from the source document, so to make a pdf accessible, tags (like alt text) are added to every part of the document to make it consumable by a screen reader.
